This has the float at 400m, that for sure isn't true. Yahoo updates the float all the time, I've monitoring it and took screenshots.

Now problem is if they want to issue new stock or not or how are they goign to raise this money. I am 50/50 in common/preferreds at the moment and want the best for both.

it is the "any reasonable person" test. If his plans were to get rid of the GSE's you have have to expect him to use different language unless he is purposly trying to deceive.
Is there anyone who doesnt think Mnuchin is on our side? everything he says about getting GSE's out of conservatorship seems to be positive. He definetely would have said wind down the gses or put them into receivorship if he planned on doing somehting else.
