If it is OTM, but moves in your direction faster than time decays, then yes you make money.

Many factors to consider. Will it hit the target in time? Is it going to be a smaller, but more certain move? Probably better to go ITM. Is it volatile and can go 15% either way on earnings? Probably OTM is better. Also consider how many days left till expiration?
