With Alabama going broke PRGL set to rise from the ashes. Sure its been hammered down, but the city of Opp hasnt been able to afford to finish the rail, roads and sewer properly for the full bio plant.
With production on a smaller scale possibly happening in the next 60 to 90 days despite the cities apparent neglect of its responsibilities, hopefully Perihelion will begin production. It has till 2009 to do so, so your getting in on the ground floor with a low market cap with much more likely invested then the current stock price shows.

PRGL should be able to dump waste on its site and be held harmless until the city of Opp gets its act together and builds the proper sewer lines. Its the city of Opps mess as they knew they were at or near capacity, they should have planned and built a proper extension to the sewage plant as they knew that a 60 million gal/year bio plant was being built!. Any engineer would know that a bio plant has discharge needs, so its the City of Opps engineers that are to blame for not providing the necessary infrastructure in a "Time is of the essence matter"
If the sewage line is too small, or sewage treatment capacity is not there, thats not PRGL's problem! PRGL is held blameless, as per the agreement!
ARP/APP admits that "Opp's sewer treatment facilities are operating at near-capacity the city knows it cannot provide industrial treatment and did not offer it!". Hello ARP/APP, I see a weak link in the city of Opps armour right there!

Members of the National Biodiesel Board were on Capitol Hill this week, trying to convince lawmakers to renew the biodiesel tax incentive set to expire at the end of this year.
Earlier this week at the new, green NBB building grand opening ceremony in Jefferson City, Mo., Missouri Congressman Kenny Hulshof made the case why the biodiesel industries needs the incentives. He explained that it’s the only way to level the playing field with the petroleum industry that has been the benefactor of tax breaks for decades… even as it enjoyed record profits.
Once PRGL settles with the IRS then its team of lawyers can focus on the City of Opp and the State of Alabama!
State of Alabama is broke. The State of Alabama cant afford to upgrade sewer infrastructure, so its stonewalling on approving a discharge permit for Perihelion.

Creditors, insurers and lawyers for Alabama’s Jefferson County met on a proposed restructuring of $3.2 billion of sewer debt on Wednesday but struck no bargain to avert a possible municipal bankruptcy.
The negotiators are working against a September 30 deadline to restructure the sewer debt and related interest-rate swaps. The county has ordered lawyers to prepare for a possible Chapter 9 municipal bankruptcy filing if a deal is not reached.
City of Opp stonewalling the permit because they have likely been negligent in providing the proper diameter infrastructure for handling a 60 mill gall per year bio plant! A simple commercial sewer line is not big enough. Look at a meat packing plant and you will find that they need to increase the diameter of the pipes and provide proper lifting stations for handling the increased flows, just like a bio plant.
Alabama is going broke. Covington county cant afford to build roads they need.
Perihelion getting blamed, when the blame is easy to see.

I had a similar experience with a town I live near (not the city of Opp) in regards to a trailer court or campground site I own. I bought a piece of land for a song from a guy who was to build a campsite or trailer court for the town. When I bought the land I approached the town and told them I planned to build a trailer court. Well the town was happy at the start that something was going to finally get done on the land. I bought the land before there was any development going on there. I moved a trailer there and paid the fees to have the water and sewer turned on. I told them I had planned to put on 6 or 8 trailers on the land and they said fine.
Well the next year, a developer comes along and tries to buy the land off of me at a substantial price increase. I dont sell, cause the trailer court would provide even more steady income. The developer approached the town looking for a lot to buy, but they dont have any extra land left. The town starts saying I need a permit to put on another trailer and they also start telling me they dont want a trailer court at all there in the first place, yet only the year before they were complaining I wasn't moving trailers there to rent out. All because other options start to appear and the town wanted the land back for themselves. They tried even fining me for a trailer I put there saying its siding was unsightly, when many other buildings in the town, owned by the town itself are in even worse state of disrepair.
Well I told them to speak to my lawyer about it and it wasnt long before they were out there fixing the sewer lines and water lines and telling me that they will do whatever is needed for me to get the trailer court built. My lawyer changed their frowns into smiles and licking of my boots. I have no fines by the town and the town will take years before my taxes ever cover the money they had to spend doing what they promised in the beginning.
Perihelion, the town tried stealing my land back with fines etc, but they never did what was needed and promised by them. The city of Opp agreed to have the Bio-Plant built. It should be the city of Opp that should have been bending over backwards rubber stamping things. Now the city is putting up roadblocks saying a permit wasn't filled out? LOL Looks to me like the City of Opp is the one with the ulterior agenda.

City of Opp negligent in providing needed services? There was lots of time to add the rail, roads and sewer while the plant was being planned and built. The Negs on the PRGL board complain all the time about Perihelion not operating fast enough, but do they ever complain about the city of Opp sitting on their laurels not putting in a sewer line?
City of Opp are required to provide sewer lines and have failed to comply, they are in the wrong. I had a similar experience where the town complained of a structure I had, yet would never turn on the water. Its pretty hard to clean something, or run something without sewer and water lines. The town complained about my structure and in return I complained about the water and sewer lines. I paid the fees to have the services turned on, but the town wasn't doing anything about it. They were stonewalling and putting the pressure on my structure with threats of fines because the land went up in value that I had and they didnt want to pay thousands and thousands of dollars repairing the sewer and water lines. The town wanted to fine me for an unfinished structure, get the land back and sell it at a higher price to another developer. Turns out the lines had to be dug up and repaired at the towns expense.
Put the pressure on the City of Opp Perihelion. After all they provided Perihelion with the "trap" of securing the land and promising the roads, rail and sewer. Much money was spent and pumped into that land by Perihelion in erecting the structures, only for the City of Opps negligence in not providing sewer, roads and rail to help cause it to fail. It is this negligence on the City of Opps part that has caused untold damages and loss as a result of not providing the basic needed services that are required to operate effectively.
jmho. In any event looks like 60 to 90 days for operation. If the city of Opp gets its act together.
Maybe the City of Opp is not providing those services because it wanted Perihelion to "fail". I have heard a lot of Negs mention that the City of Opp is going to confiscate the Bio-plant. Looks to me like the City of Opp is in a heap of problems. They are likely broke, as Alabama is running into fiscal financial difficulties.
If anything PRGL Perihelion should be standing in line to collect untold damages from the City of Opp for not complying with the plans. Perihelion might have to stand in a long line of other collectors as I bet the whole state of Alabama is almost broke.

A majority of Jefferson County commissioners said Thursday they would reject a proposal by Wall Street creditors to use sales and occupational taxes and other revenues to help pay off the $3.2 billion sewer debt, calling the offer an invitation for the county to file for bankruptcy.
"They must love bankruptcy," Commission President Bettye Fine Collins said. "The only thing I can figure out is they think they can get a better deal in bankruptcy court than they can get from us. And I don't understand that."
Gov. Bob Riley said Thursday in an interview that he doesn't support a plan that puts all the burden of solving the debt problem on Jefferson County residents. Riley's Montgomery office was the setting Wednesday for a meeting between officials of the county and creditors on a possible settlement.

The number of road projects throughout the state, including those in Covington County, may soon decline after a decline in federal gas tax revenue has transportation officials predicting a cut in federal highway funding.
When combined with an 11 percent decrease off the top of those federal funds for “administrative fees,” county engineer Darren Capps predicts funding for the number of highway projects throughout the state will be greatly diminished.

Looks like Alabama, Covington county and the city of Opp is having financial difficulties in fufilling their obligations. It should be Perihelion that should be suing the city and state for lack of services that they were supposed to provide! I see compensation for the bumbling and fumbling of the government and state on their funds! Perihelion should be able to seek compensation! imho!

If I were Perihelion, I'd hold back paying the $18,000 utility bill.
After all, the city of Opp hasnt provided the rail service and other access it promised it would do, right? With Perihelion saying they have what a 60 to 90 day window before the IRS provides tax guidelines on fuel, the power might as well be left off for now.
Lets get the shorts and sellers to feel confident nothing is happening. $18K is easy to pay off, what in the scheme of things really.
As for a 2.4 mill lien that Fly is saying without proof. I guess that means even if true that there is a bill to pay if the land sells. I dont think Perihelion is planning on selling the refinery, so I guess even if the lien is correct, its pretty much just dead wood bill sitting there without much worry.
After all, it shouldn't stop Perihelion making money off of fuel sales on the land. It just means that someone potentially has dibs to the land at some point in the future.
If PRGL starts making fuel and money on the land, then the last bill to be paid would be a lien on the land and that could be years from now.

I dont really want to repeat myself, but I think I posted it before.
The idea of digging holes into every nook and cranny of the earth also sounds just as bizzare but we do it.
Last time I looked selling raspberry jam, fruit off a tree was profitable.
Almonds, walnuts and many other nuts are harvested in the USA with higher labor rates.
So I think that cahune nuts can also be harvested locally in Belize. After all many of the belizians use the oil for oil burning stoves. If they find it easy enough to collect then being a NEG on this board, then I guess it must be easy enough to collect the oil.
Cahone/cahune nuts grow naturally in the rainforests of Belize. They are mature palms that produce nuts and oil from those nuts year after year, just going to waste.
The Government of Belize owns the vast majority of the rain forest.
BLDV is working with the government of Belize to train and help collect the cahune nuts, they dont have to wait for Jathropa plants to mature.

Good for the rain forest, as it keeps the trees from being cut and good for a renewable resource and employment for the impoverished Belizians.

those running a bio-plant are currently going out of business.
BLDV has access to feedstocks with its agreement with Belize.
It hasnt lost money building a bio-plant, but can instead focus on buying a bankrupt plant for pennies on the dollar.
Once thats accomplished it can refine its raw unfinished goods, into useable products like bio-diesel. It wont be going backrupt servicing a loan on the building of the plant, because it will have bought a bankrupt plant up. From there BLDV can be profitable because it took its time and didnt make the mistake the others made in building too quick. Instead it focused on picking the right supply lines and trading divisions and focused on getting feedstock & research first.

They will pick whatever input is the cheapest, now that Perihelion has a multi-feedstock bio plant. That Shredder can be very useful in not locking Perihelion into any one commodity.
Its a REALLY GOOD THING that BLDV waited to buy a biodiesel plant
ROCK bottom prices for picking up a plant on the CHEAP
which means that BLDV's management are top notch in waiting for the right time to pick up a plant for pennies on the dollar
BLDV's cash reserves go even farther during this time, when you combine that with Jathropa and cahune nuts BLDV should do well. Lot better then corn and soy pricings.
why build a bio-plant?

So where do you think is a good time to accumulate more spares again?
I originally bought in the 0.0016 range and sold them in the 0.015 to 0.02 cent range for a nice profit indeed. But I still kept my CORE position in BLDV.
If your trying to find my CORE shares your wasting your time. They are not for sale.
But I always like picking up a deal when the opportunity presents itself.
Good news a shredder!
Any biodiesel plant needs a good shredder for shredding up the feedstock so that it can process the bio mass into making fuel.
Likely because Perihellion has plans for handling more then one kind of input, it will likely need more then one kind of shredder.
