Security can be realized with determination and good planning, he noted, and added that sustainable development would flourish within a secured environment and good governance.

Arab parliamentary conference due in northern Iraq .. historic -- Talabani
IRBIL, March 10 (KUNA) -- Iraqi President Jalal Al-Talabani described as historic on Monday the unprecedented holding of the conference for Arab parliamentarians in this northern Iraqi city, due on March 11-13.
The president, addressing inauguration of a new session of the National Assembly of Kurdistan (the local parliament), indicated that the holding of the conference in the predominantly-Kurdish city signalled unity and territorial sanctity of Iraq.
He expressed hope that the conference would be held amid a brotherly atmosphere, noting that the Kurdih natives of the city would warmly welcome the Arab guests.
Today's session of the legislative assembly of the Kurdish administration witnessed lectures by Noureddine Bouchkouj, Secretary General of the Arab Inter-Parliamentary Union, Speaker of the Iraqi Parliament Mahmoud Al-Mashhadani, and Adnan Al-Mufti, the Chairman of the Kurdistan Parliament.
The 13th conference of the union is due to begin on Tuesday in Irbil, the capital of Iraq's Kurdistan, with participation of representatives of Arab states to address various issues such as questions concerning, Iraq, Lebanon, Palestine, Sudan, human rights, sustainable development in the Arab world, revising the charter of the federation and the election of a new president for Iraq.
The chairman of the local legislative assembly has affirmed significance of the conference for it will manifest the Arabs' support for the local leadership vis-a-vis of the chain of events witnessed in the country since 2003.
Ninetneen member states of the 22-country union will take part in the conference. Somalia, the Comoros and Libya have declared that they will boycott it. (end) sbr.

If not, the following may cause you to spill your morning coffee or at least put you at some advantage at telling stories at your favorite Snake Pit in town.Here's the shot for this morning's coffee table: Somewhere (in all the nutty stuff in writing) coming from our executive branch of federal government (not Congress) is something about Iraq repaying the billions we have spent to bring peace and good things to that country and the rest of the region.
Listen up. We have not been talking or listening to departed storytellers from past. It's been coming from some of our finest in our own State Department in Washington.
It may sound like a pipe dream, but the information has been coming for days via C-SPAN 1, 2 and 3, and in some cases right in front of the world to hear and see during Congressional hearings.
THE IRONY OF ALL THIS
silliness is that we got a straight answer from a Republican member of a House Foreign Affairs Subcommittee to a question about what really got us into this costly war. The subcommittee chairman, Democrat Gary Ackerman of New York, set the stage in an overtime diatribe on the administration over the billions and billions spent in Iraq for the sake of democracy.
In the course of the Ackerman comments, people kept hearing in the background, "Mr. Chairman." People were hearing the voice of one of the star witnesses, none other than a ranking senior advisor for the State Department. Secretary Rice would not have any of that.
The witness, a fellow named Satterfield, felt more at ease when Congressman Dana Rohrabacher, followed with a gracious welcome, but the California Republican dropped the witness flat when he mentioned the word "oil." Rohrabacher thanked the witness for his testimony. However, the solon qualified the bouquet, saying, "I'm afraid you're a little too late."
The lawmaker said he wished the witness had come before the committee much earlier "but your bosses would not allow you to come and answer questions."
THE CONGRESSMAN, NEVERTHELESS,
asked for time to ask the witness two or three more questions. The lawmaker asked Satterfield about the population of Iraq. The witness said it was about 28 million, more or less depending on how many have returned since the downfall of Saddam Hussein. Then he was asked about Iraq's oil reserves.
The lawmaker suggested that Iraq had the largest oil reserves in the world. "The second-largest, sir," the witness replied. The congressman continued, "Maybe the largest, if not the second largest?" The GOP lawmaker went on to suggest that oil is the real reason why the U.S. is up to its neck in Iraq, spending billions and billions while the public debt is up there the trillions. The witness, nevertheless, admitted that an agreement with the Iraqi leaders provides for the oil-rich government to pay back for all the U.S. outlays over the years.
Enter a representative from Massachusetts, a Democrat (William Delahunt), suggesting that the real U.S. interest in Iraq centered on one thing: the oil reserves. The next day, Helen Thomas, the Hearst White House correspondent, lectured a college group for one of the C-SPANS on Iraq and oil.
OUR GRACIOUS BUT TESTY
Helen told the moderator and students that Saddam nationalized Iraq's oil in 1973 and it was de-nationalized when the U.S. got there, splitting the stuff to Kurds, the Sunnis and the Shiites, 20 percent each, and the other 40 percent to the rest - mostly to U.S. companies.
The Satterfield man, meanwhile, said he could not elaborate on reported Intelligence details on an agreement with the Iraqi government about continued presence in Iraq after democracy as reported by the New York Times. The man suggested that the Congressional inquiries be directed to the Pentagon.
If you have a working adding machine, start adding, and make a list of all the wonderful domestic economic and social wonders we and the rest of the country could have if Iraq's big oil would pay us back for all we've spent over there.
Defense had 3,974 U.S. military killed since war began in March 2003, including at least eight Defense civilian workers. At least 3,237 died from hostile action. Defense acknowledges another 415 military members dead in Afghanistan, Pakistan and Uzbekistan since the Afghan invasion in late 2001.
"It's a tough job," Helen Thomas told a Washington college student group. "We may not always get it right, but it's the only way we (the press) are going to get the information to the American people. We have a hard time getting information from people in your government, the ones you pay their salaries and are responsible to you."

Meanwhile, tell it to the neighbor across the street that keeps asking the same question, "When do we get paid?"
First, we better demand that the Iraqi prime minister get his port directors to do something about all that oil being smuggled out of the country. A CNN television reporter last week interviewed a crew supervisor for an oil tanker wherein the man (face covered) shows on camera a section of the ship where tons of crude is pumped to be smuggled to somewhere. This particular tanker, according to the man, was delivering the main load to Iran!
The woman reporter asked the man how much oil was pumped in this particular section of the floating steel monster. The guy had no idea, but he assured the U.S. reporter that "we fill it up to the top and it's delivered where it's supposed to go."
We can't wait to hear what wonderful stories the mayor and his happy troopers have to tell from their recent lobbying efforts in Washington. The neighbor across the street says he could use a few vouchers for gasoline.

Iraq tightens controls on foreign nationals living in Baghdad

Baghdad - Iraqi authorities announced Sunday new steps to ensure the legality of the residence permits of foreigners living in the capital as part of a plan to reduce violence in Baghdad.
Security checkpoints all over Baghdad have received instructions to check the validity of residence documents of Arab and foreign nationals and accredit legal ones, Major-General Qasim Atta, the spokesman for the Baghdad operations command, told the Voices of Iraq news agency.
'Those who do not have valid documents will be held accountable,' Atta said.
Since the 2003 US-led war on Iraq, hundreds of Arab nationals have been crossing into Iraq via neighbouring countries to take part in the insurgency against foreign and Iraqi troops.
The US and Iraq say many of those foreign fighters are loyalists of the al-Qaeda terrorist network.
But the flow of foreign insurgents is believed to have ebbed after Iraq signed security cooperation agreements with neighbouring Syria.

Security forces arrested a gunman said to be the finance official of the al-Qaeda network southwest of Kirkuk city on Sunday, a security source said.
"An Iraqi army force conducted a security operation in a village southwest of Kirkuk, resulting in the arrest of a gunman," the source, who did not want to be named, told Aswat al-Iraq – Voices of Iraq – (VOI).
According to the source, the gunman was a "financial official for al-Qaeda Organization in southwest of Kirkuk. He confessed during initial investigations that he was involved in several armed attacks against security forces and civilians."
Kirkuk, a potpourri of religious and ethnic population of Kurds, Shiites, Sunnis, Assyrians, and Tucomans, lies 250 km northeast of the Iraqi capital Baghdad.

An IMF official on the United Nation's International Monitoring and Advisory Board (IAMB) said more than $100bn has flowed into an Iraq oil fund since it was launched in 2003, cited Reuters.
The report noted there are still concerns on the lack of a proper metering system for Iraq's oil in the field and controls in the spending ministries.

Young Shiite leader Moqtada Al Sadr will continue his postgraduate studies which he started months ago under the supervision of senior Shiite authorities to secure an advanced degree in Jaafari Shiite doctrine, close sources told Gulf News.
"The leader is about to complete his study on the so-called broad research and several Shiite references will give him Ayatollah degree which qualifies him to issue fatwas [rulings]," Talal Al Saadi, a leader in Al Sadr movement in Baghdad, told Gulf News.
The move comes amid arrest campaigns waged by joint American and Iraqi forces against members of the Mahdi Army.
Al Sadr, 37, is considered one of the most prominent Shiite clerics and revolutionaries who waded into battle against the American and Iraqi forces.
"There are three main [reasons] to move Al Sadr towards the religious scientific life," said Talib Hussain Al Amari, a political analyst.
"First is to move him from the political life and his interference in politics and [also] to enable him to control his supporters," he said. "Finally [the move aims to] calm the internal conflict in the broad Shiite front which exacerbated during the 2007 Karbala events near the Imam Hussain shrine triggered by Mahdi Army dissidents."
According to reports of the Iraqi intelligence unit headed by Mohammad Abdullah Al Shahwani, one of the greatest beneficiaries of Al Sadr's new religious and scientific move, is Iran since Iranian military controls large sections of the Mahdi Army in the absence of Sadr leadership on field and that means the Iranians may try to use the Mahdi Army to confront the Americans in Iraq.
Raheem Al Sari, a member of the Dawa Party, told Gulf News: "The greatest threat to Mahdi Army would come from the dissolved Baath Party, but there is a plan to keep Al Sadr as the leader controlling the army and to turn the Mahdi Army from a military army to popular committees that assist citizens."
Some Shiite political figures expressed their fears of the leader turning into Ayatollah because it will enable him to issue fatwas which will make him senior to coalition Shiite leader Abdul Aziz Al Hakim who has a Hijatulislam degree in the Shiite denomination.
Ridha Al Musawi, a student at Hawza in Najaf, told Gulf News: "I think if the leader received the Ayatollah degree, his role will be broader and more dangerous and there will be fears that he might issue fatwas unlike other Shiite political leaders or threaten security situation in the stable southern Shiite governorates."

The government has authorized Oil Minister Husain al-Shahristani to go ahead and sign deals with foreign firms as the parliament haggles over the draft oil law.
Assem Jihad, the ministry’s spokesman, said the cabinet in a meeting chaired by Prime Minister Noori al-Maliki asked Shahristani not to wait any more for the legislature to approve the law before signing such deals.
The ministry says it is negotiating five contracts to develop five producing fields.
Without foreign held and investment it will be hard for the ministry to increase current output levels which are still below pre-war rates, ministry officials say.
Previously, the government had said no contracts would be signed with foreign majors unless the parliament passes the oil law.
With oil prices soaring and Iraq’s oil production capacity in certain fields shrinking, the hard cash-strapped government could no longer wait.
Iraqi Kurds have already signed several deals to develop oil fields within their semi-independent enclave in northern Iraq. Shahristani has repeatedly criticized their leaders for striking the deals before the passage of the oil law by the parliament.
The ministry says it plans to boost production to 3 million barrels a day in 2008 and 4.5 million by 2013.

The Ministry of Finance suspended work by the pension tax assessed on the salaries of staff, of ongoing service, retroactively to support their salaries. The ministry is also seeking to open banks in many countries of the world to provide services to the Iraqis living there.
Mohammed Al-Hariri, the Office Director of the Minister of Finance said that the retirement law approved by Parliament, and about to be implemented soon, is the first step towards improving the living conditions of the retirees segment and will be followed by other constitutional steps to redress them more, noting that the increase in the salaries of this segment does not meet their needs if compared to the high prices of foodstuffs, oil derivatives and others. He added that a new salary grading, which includes new staff, does not meet their financial needs; therefore, the ministry adopted a method to increase their allocations and stop the pension tax that was deducted from them retroactively from 2008/1/1 to upgrade their living and support their salaries with additional amounts.
The Ministry has prepared a plan for the economic and financial opening and cooperation with all nations of the world through the twinning of banks and financial exchanges; the ministry is seeking to open a number of banks in most countries of the world, to provide services to Iraqis, except in those suffering from economic and financial problems, according to the resolutions of the United Nations because Iraq is keen to implement these decisions.
The Office Director of the Minister of Finance revealed that there is a trend in some provinces to convert palaces belonging to the former regime into tourist places and museums; a committee was already formed to update coordination with the Ministry of Tourism and Antiquities, governors and the Ministry of Finance, noting that there are palaces in some governorates still exploited by multinational forces. As for the property owned by the State and have been exploited by some political parties and figures, Al-Hariri reported that there is a specialized body that has began to address these abuses, and has already succeeded in raising some of them and it is working to treat what is left of them.

On top of this, recent political developments, such as the announcement of provincial elections for October 1, have buoyed out bullish outlook for the bond. Although key security risks remain - the number of Iraqi civilians killed in February rose to an estimated 660, up from 460 deaths in the previous month - the level of violence is far lower than in previous years: for example around 1800 civilians were killed in February 2006 alone.

[Interview with Sa'd Jasim al-Hayyani, Iraqi ambassador to Jordan, by Umar Maharimah, in Amman; date not given: "Al-Hayyani: Iraqis in Jordan Enjoy Care, Attention on Official and Popular Levels"]
[Maharimah] Reports issued by international organizations spoke about Jordan's abuse of the Iraqis living on its soil. What is the truth of this?
[Al-Hayyani] The Iraqis who come to Jordan are aware of the economic circumstances experienced by Jordan and its suffering from poverty and unemployment. Therefore, the Iraqis living in Jordan are classified into three categories: invertors, those who consider Jordan as a temporary stop to travel to another country, and those who plan to stay in Jordan temporarily in the hope that the security situation in Iraq will improve before their return. The Iraqis travel to Jordan in view of the strong ties and bonds between the Arab people in the two countries.
As for the reports that speak about Jordan's ill-treatment of Iraqis, they lack accuracy and objectivity. The Iraqis receive good treatment on the official and popular levels. Although most of the Iraqis reside illegally in Jordan, the Jordanian authorities do not hold them accountable or expel them. The biggest evidence of this is the issuance of the generous royal decree exempting Iraqis of the illegal residency fines if they leave Jordan, and exempting Iraqis who want to rectify their situation and stay in Jordan of half of these fines, along with giving them the right to stay in Jordan for three months.
At the end of the school year in Jordan, we expect a large number to return to Iraq, in light of the improvement in the security situation. Many families are waiting for their children to finish the school year before they return home. The Iraqis in Jordan enjoy many services, such as health care and education. The Iraqi residents do not face any form of harassment or pursuit, although most of them violate the Residency and Foreigners Law. The [Jordanian] interior minister has recently told me that his ministry is about to announce special instructions that organize the residence of Iraqis in Jordan for those who want to stay and who have decided not to return to their country at present.
[Maharimah] What about the issuance of Iraqi passports from Amman and the implementation of the system requiring Iraqi travellers to Jordan to have entry visas?
[Al-Hayyani] The visas were imposed in order to preserve the dignity and rights of the Iraqis, some of whom may lose their money and time to get to Jordan via the air and land outlets, and the Jordanian authorities then deny them entry for various reasons. In order to preserve the dignity and rights of our citizens, we have asked the Jordanian authorities to require the Iraqis to obtain entry visas before they arrive in Jordan.
The Jordanian authorities have made the necessary arrangements for implementing this. As far as I know, the Jordanian government has reached an agreement with a courier company, which will receive visa applications and send them to Jordan to examine them. There will be three sites for receiving these applications in Baghdad, Arbil and Basra. The truth is that we were not hoping that the entry of Iraqis to the fraternal [Arab] countries would be subject to obtaining an entry visa, but this step was necessitated by the security conditions in Iraq, and we understand the security fears of the neighbouring countries. Concerning the issuance of Iraqi passports, we are waiting for the Iraqi Passport Department to install the system for issuing passports at the embassy this month so as to start issuing passports from Amman directly, without having to send applications to Baghdad, as the case is now.
[Maharimah] It was hoped that the general amnesty in Iraq would include a number of Jordanians, but this did not happen. What is the truth of the situation concerning those detainees?
[Al-Hayyani] The [General Amnesty] Law was issued by the Council of Representatives and it was endorsed by the Presidency Council. It will be published in the Official Gazette soon to pave the way for implementing it. The law is now at the Justice Ministry, which is preparing the lists of those covered [by the law] to present these lists to councils of specialized arbiters to sort out those who are covered. The Jordanian detainees, like others, are covered by this law according to the rules that have been established. We have recently delivered a list containing the names of 15 Jordanian detainees to the Jordanian Government. We hope that they will be released once this law is implemented, each according to his situation, in terms of his sentence, his compliance with the residency conditions, and the mechanism of his entry to Iraq.
[Maharimah] What is the latest on efforts to resolve the outstanding financial issues between Jordan and Iraq?
[Al-Hayyani] This is an important issue. Iraq wants to settle it and close it once and for all to pave the way for restoring economic and trade relations between the countries to their previous level. We believe that the two countries constitute an economic extension and asset for each other. This issue was the focus of many meetings between the officials of the two countries. The Iraqi finance minister has discussed this issue with Jordanian officials in his recent visit to Jordan. Jordan is claiming certain amounts from Iraq for government and private parties. There are frozen Iraqi funds at the Jordanian banks. Some of these funds have been transferred to the Iraqi Fund, which was set up by the United Nations. We are now in the process of auditing and sorting out the Jordanian claims. We hope that this file will be closed soon, especially since Iraq has settled its debts with many countries.
[Maharimah] There has been a lot of delay in supplying Iraqi oil to Jordan and there have been conflicting reports about this. What is the obstacle to the flow of Iraqi oil supplies to Jordan?
[Al-Hayyani] Iraq is committed to the agreement, which stipulates supplying Jordan with oil at a preferential price that is $22 less than the international price. The truth is that security problems have prevented the delivery of this oil in the desired way. However, in light of the improvement in the situation in Iraq, the Iraqi- Jordanian Land Transport Company has signed an agreement with contractors to begin the transportation of oil. I think the only reason that prevents the delivery of oil is the failure of those contractors, since the private sector is transporting large quantities without significant obstacles.
There is a study to revive the project for laying a pipeline to transport oil from the Iraqi area of Hadithah to the Port of Aqaba and the Jordanian petroleum refinery. It is an important project. Once it is executed, it will have positive economic effects on the economy of the two countries. Jordan will benefit from the transit fees and will secure its needs [of oil] under any circumstances. Iraq, which seeks to diversify oil export outlets, will also benefit.
[Maharimah] What about Iraqi investments in Jordan? Do you have rough figures of the size of these investments?
[Al-Hayyani] Iraqi investments in Jordan have a long history. Some Iraqis have projects in Jordan that were set up decades ago. These projects are confined to two important economic fields; namely, industry and real estate. There are other investment activities in the field of hotels and restaurants. A group of Iraqi investors has recently signed agreements for setting up projects worth 100 million dinars in the city of Aqaba.
[Maharimah] What is the latest on the Iraqi national reconciliation plan? What is the role of the Iraqi leaders and figures living in Jordan in this?
[Al-Hayyani] The Arab League is making a valuable effort. Many meetings were held at the Iraqi embassy in Amman at the end of last month. The first meeting included some of the political opposition figures, while the second meeting included tribal leaders. The third meeting was with a number of officers of the former Iraqi army. Ahmad Bin-Hilli, assistant secretary general of the Arab League, listened to their viewpoints on the political process in Iraq in preparation for presenting them to the partners inside and outside Iraq. The arena is open for anyone who expresses his willingness to participate. As an embassy, we represent all spectrums of the Iraqi people, in its parties, ethnicities, and sects. Iraq tightens controls on foreign nationals living in Baghdad

Baghdad - Iraqi authorities announced Sunday new steps to ensure the legality of the residence permits of foreigners living in the capital as part of a plan to reduce violence in Baghdad.
Security checkpoints all over Baghdad have received instructions to check the validity of residence documents of Arab and foreign nationals and accredit legal ones, Major-General Qasim Atta, the spokesman for the Baghdad operations command, told the Voices of Iraq news agency.
'Those who do not have valid documents will be held accountable,' Atta said.
Since the 2003 US-led war on Iraq, hundreds of Arab nationals have been crossing into Iraq via neighbouring countries to take part in the insurgency against foreign and Iraqi troops.
The US and Iraq say many of those foreign fighters are loyalists of the al-Qaeda terrorist network.
But the flow of foreign insurgents is believed to have ebbed after Iraq signed security cooperation agreements with neighbouring Syria.
