Kurds reject the amended version of the petroleum law and the government renewed its rejection of individual contracts

BAGHDAD - Omar Sattar life - 10/03/08 / /

With the Iraqi Parliament prepares to ratify the «Law oil and gas» with the beginning of the next legislative separated, the bloc «Kurdistan Alliance» rejection of the amended version of the bill, and considered it «violation of the Constitution».

This came after assurances Oil Minister Hussein Shahrastani launched by the Ankara that the central government «will prevent the application of individual oil contracts signed between foreign oil companies and the Kurdistan Regional Government».

Iraqi politicians said that the central government and the Kurdistan Regional Government «arrived to a standstill», the distribution of powers between the region and the Centre and the Law of oil and gas.

It draws from sources close to the resolution that the two sides probably waiting political deal as a deal to pass the budget compared to the amnesty laws and provincial assemblies which read recently.

Shahrastani said in a press statement that the government «will not recognize the contracts signed by local governments or regions, will allow the companies to work inside Iraqi territory». However, the Kurdish leader Bayezid good, I consider these statements «unconstitutional and did not serve the national interests». He stressed that the oil contracts concluded in Kurdistan «came as oil and gas law in the territory and in line with the Iraqi Constitution».

He added: «Article 120 of the Constitution stipulates that if there is a contradiction with the law issued by the central government may, for the Territory Government to amend this law consistent with the Constitution», contending that the law of oil and gas current version «not apply articles of the Constitution relating to oil wealth».

He stressed member of the Kurdish coalition that his bloc «will not vote for the benefit of a copy of oil sent by the Law Council of Ministers to Parliament», pointing to the existence of an old copy sent in September (September), but it changed and amended to limit the authority of the Kurdistan region in the oil investment .

It should be noted that the Government of the Territory occurred during the past few months 15 contract with a foreign company to 20 despite the opposition of the central government, which called for a postponement until after the contract's ratification of the oil and gas overdue raised for discussion in the House of Representatives because of the many differences that have been raised around it.

The problem of oil contracts in addition to issues of the budget and the distribution of resources and powers and Article 140 allocations PESHMARGA »on the agenda of the negotiations Prime Nnigervan Barzani's Kurdistan province, and Prime Minister Nuri al-Maliki, but was postponed for reasons that were not declared by the parties.

But Sami military, who is close to al-Maliki said that most of the outstanding problems between the two parties «solved or on the way to solution and the postponement of negotiations was due to pass the law pending approval of oil and gas in the parliament». He continued that «Presidential Council approved the latest version of the Act and the major blocs capable with the beginning of legislative approval of this law».

The Act provides for the distribution of oil and gas revenues to the provinces, according to the ratio of population and allow foreign companies in prospecting and investing.

He pointed out that the military «relations between the government and the Kurds greatly improved after the approval of the budget allocations PESHMARGA resolve the issue, and the rest secondary issues except oil contracts concluded by the Kurdistan province with foreign companies will take a major place of discussions and negotiations».

The House Speaker Mahmoud Mashhadani, announced yesterday that the first Legislative chapter, which begins on 18 this month, will see approval of a number of important laws in the lead oil and gas law, elections, and Iraqi security Convention - American.
