Parliament stresses the importance of not waiting for constitutional amendments to the legislation of laws
A member of the Chamber of Deputies from the Kurdistan Alliance Abdullah Saleh that it is not unreasonable to think in the legislation of oil and gas law in the light of the possibility of a change in the Constitution.
Saleh added in a press statement issued today Monday that there is a trend within the central government in Baghdad for legislation oil and gas law on the grounds that it will be a change in the constitution gives greater decentralization in decision-making on the oil sector.
He explained that it was not reasonable to consider legislation in the light of possible changes that may occur first constitution remains as it is now.
And Saleh said the "reason for the absence of a law on oil and gas so far is the lack of commitment and understanding of oil minister in the central government to the Constitution" and stressed "the need for the Government and Parliament to dissolve matter."

ROME, April 20 (Reuters) - From Iraq to Ecuador, international oil companies have swallowed their pride and agreed to contract terms they would have walked away from a few years ago.
Oil prices have risen more than five-fold since 2002, emboldening OPEC and non-OPEC energy producers alike to demand a greater share of record revenues and tighten national oil company (NOC) control over the world's biggest reserves.
U.S. crude has hit a new record at $117 a barrel.
"Producers are becoming more assertive in dictating terms, forcing companies to contemplate contracts that in the past they would have preferred not to take on," said Julian Lee, senior energy analyst at London's Centre for Global Energy (otcbb: GEYI.OB - news - people ) Studies. "It's a standard reaction from oil producers to high oil prices."
OPEC-members Kuwait and Iraq are negotiating oil service contracts with oil majors such as Exxon Mobil (nyse: XOM - news - people ) and Royal Dutch Shell (nyse: RDSA - news - people ). In Ecuador, leftist President Rafael Correa has forced international firms to swap deals that gave them a share of oil output for service contracts.
The same kind of deals are on the table for the private sector in energy reform plans in non-OPEC Mexico, desperate to find new reserves in its deepwater to compensate for falling domestic output.
International oil companies (IOCs), facing shareholder scrutiny on the rate they book new reserves to replace what they pump, prefer production sharing contracts (PSCs) that offer them a slice of oil output and encourage them to take on exploration risks.
But as PSCs become scarcer, majors are being forced into competition with service giants such as Halliburton (nyse: HAL - news - people ) and Schlumberger (nyse: SLB - news - people ). National oil companies (NOCs), especially those from energy-hungry Asia, are also in the hunt.
"Kuwait and Iraq are interesting arenas for how the relationship between IOCs and NOCs is changing," said an oil major executive involved in the contract negotiations.
"We are facing competition from service companies and from Asian NOCs. This is taking international companies outside their traditional comfort zone."
Majors complain that service contracts with a flat fee give them no incentive to showcase what they do best.
Kuwait, Iraq and Mexico are all looking at adding performance incentives to service contracts to whet the majors' appetite, without signing away rights to oil reserves.
NOC TRANSFORMATION
National oil companies competing on the international stage, such as Brazil's Petrobras and China's PetroChina (nyse: PTR - news - people ), have also changed their business model and are becoming more like IOCs.
"They mostly play by the same rules when it comes to international opportunities," said Bob Fryklund, vice president of industry relations at consultancy IHS (nyse: IHS - news - people ). "It makes sense for NOCs to morph towards IOCs. The line between the two has become blurred."
NOCs can leverage government-to-government diplomacy to gain the edge over IOCs in international competition, Fryklund said. Governments have forgiven debt and pledged to take part in big infrastructure projects as they look to get their NOCs access to foreign reserves.
As NOC and IOC competition grows, both types of companies are being forced to become niche operators in areas in which they have experience and expertise, Fryklund said.
Majors are still ahead of the game in deepwater plays, unconventional oil and gas and heavy oil, he said.
But in technology, where majors have long held the lead, NOCs have mostly caught up, Fryklund said.
There are still opportunities in oil producing countries, such as in the refining sector in Saudi Arabia and Kuwait. But the openings are potentially less lucrative than upstream opportunities in the past, Fryklund said.
"You can get access," said Fryklund. "But is it going to turn you a profit?"

BAGHDAD — Secretary of State Condoleezza Rice mocked anti-American cleric Muqtada al-Sadr as a coward on Sunday, hours after the radical leader threatened to declare war unless U.S. and Iraqi forces end a military crackdown on his followers.
Rice, in the Iraqi capital to tout security gains and what she calls an emerging political consensus, said al-Sadr is content to issue threats and edicts from the safety of Iran, where he is studying. Al-Sadr heads an unruly militia that was the main target of an Iraqi government assault in the oil-rich city of Basra last month, and his future role as a spoiler is an open question.
"I know he's sitting in Iran," Rice said dismissively, when asked about al-Sadr's latest threat to lift a self-imposed cease-fire with government and U.S. forces. "I guess it's all-out war for anybody but him," Rice said. "I guess that's the message; his followers can go to their deaths and he's in Iran."
A full-blown uprising by al-Sadr, who led two rebellions against U.S.-led forces in 2004, could lead to a dramatic increase in violence in Iraq at a time when the Sunni extremist group Al Qaeda in Iraq appears poised for new attacks after suffering severe blows last year.
In a warning posted Saturday on his Web site, al-Sadr said he had tried to defuse tensions by declaring the truce last August, only to see the Shiite-led government of Prime Minister Nouri al-Maliki respond by closing his offices and "resorting to assassinations."
He accused the government of selling out to the Americans and branding his followers as criminals.
"So I am giving my final warning ... to the Iraqi government ... to take the path of peace and abandon violence against its people," al-Sadr said. "If the government does not refrain ... we will declare an open war until liberation."
Rice praised al-Maliki for confronting al-Sadr's Mahdi Army, which had a choke hold on Basra, Iraq's second-largest city. The assault was al-Maliki's most decisive act by far against al-Sadr, a fellow Shiite and once a political patron. Kurdish and Sunni politicians, including a chief rival, have since rallied to al-Maliki, and the Bush administration argues he could emerge stronger from what had appeared to be a military blunder.
During five days of heavy fighting last month, Iraqi troops struggled against militiamen, particularly the Mahdi Army. The ill-prepared Iraqi military was plagued by desertions and poor organization and U.S. troops had to take over in some instances. The offensive was inconclusive, with Iran helping mediate a truce. Fighting has continued in the Baghdad neighborhood of Sadr City, home to many of al-Sadr's followers.
"Some of the violence is a byproduct of a good decision," to take on militias and consolidate military power, Rice told reporters following a few hours of meetings and lunch with Iraqi leaders.
"That, I think, is what has given the sense to the Iraqis that they have a new opportunity, a window of opportunity," Rice said. "I don't think you would have seen this kind of unity," before.
Iraq's pokey progress toward national political cohesion has been a frustration for the Bush administration and a source of outrage for critics of the unpopular war in Congress and elsewhere. President Bush's decision to send tens of thousands of additional troops to Iraq last year was supposed to give the al-Maliki government the elbow room to make bargains and pass stalled national legislation. A burst of activity in recent months has helped, but Iraq is far behind the deadlines it and the U.S. had set.
In AP-Ipsos polling this month, 31 percent said they approve of the job Bush is doing on Iraq. That's slightly above his low of 27 percent in December 2006. In this week's Washington Post-ABC News poll, 64 percent said the Iraq war was not worth fighting and 57 percent said the U.S. is not making significant progress toward restoring order there.
Rice's brief heavily guarded visit was not announced in advance in keeping with security precautions adopted by all top U.S. officials, who remain targets of the anti-American insurgents five years after the U.S.-led invasion of Iraq and the fall of Saddam Hussein.
With the top U.S. ground commander, Gen. David Petraeus, and U.S. Ambassador Ryan Crocker looking on, al-Maliki told Rice that security has improved. She nodded agreement. After lunch with President Jalal Talabani, Rice smiled as the Kurd told her Iraq is enjoying a "political spring." Rice also met with a relatively new decision-making council representing Iraq's major sectarian and ethnic groups.
Rice dedicated a memorial plaque to four Americans killed in the Green Zone, the heavily protected compound that houses the U.S. embassy and much of the Iraqi central government.
The Green Zone has been considered relatively safe, but rocket and mortar attacks have grown more frequent over recent months and spiked in apparent response to the Basra operation. The U.S. blames Iran for supplying most of the weaponry.
At time it seemed "as if the Green Zone itself has been under attack," Rice told employees, but the effort is worthwhile. "It's been a long five years, there's no doubt about it."
Warning sirens sounded at least twice while Rice was inside the temporary embassy, housed in a beat-up Saddam-era palace. She did not visit the site of a new fortified U.S. Embassy set to open in a few weeks.
U.S. officials usually travel from the airport by helicopter because it's safer, but on Sunday Rice went to the Green Zone by motorcade because of a sand and dust storm.
Before arriving in Baghdad, Rice told reporters traveling with her that she is not trying to make a point about security gains in Iraq by visiting now.
"I think everybody knows it is still a dangerous place," she said.

Baghdad, Apr 21, (VOI)- Demand for the dollar was up in the Iraqi Central Bank's auction on Monday, registering at $129.815 million compared to $83.800 million on Sunday, while the dollar exchange rate went down two ticks against the dollar.
"The demand hit $8.395 million in cash and $121.420 million in money transfers outside the country, all covered by the bank at an exchange rate of 1,202 Iraqi dinars per dollar, two ticks lower than yesterday," according to the central bank's daily bulletin which was received by Aswat al-Iraq- Voices of Iraq- (VOI).
The 16 banks that participated in the auction offered to sell 1.400 million dollars, which the bank bought all at a rate of 1200 dinars per dollar.
Speaking to VOI, Ali al-Yasseri, a trader, said that banks expected the change in exchange rate in today’s session which led to the increase in remittances and bids in the session, raising the overall demand for the dollar.

The weak greenback has hurt investors and consumers. But some see hope that the dollar will bounce back...which could mean relief on the inflation front.
NEW YORK (CNNMoney.com) -- There's a moderately amusing McDonald's commercial where office workers bemoan the moribund state of the dollar until they realize how much they can buy with a buck on Mickey D's dollar menu.
Yup, everybody is talking about the sad state of the greenback. The dollar's weakness has been bad news for consumers. It has driven up the price of commodities and that's sent food and gas prices sharply higher. Imported goods are now more expensive.
And that vacation you were planning to Europe? Good luck being able to afford a nice bottle of Bordeaux in Paris. (You might want to try these vacation spots where the greenback is still relatively strong.)
However, some see hope ahead for the dollar. For one, it has rebounded a bit against the yen after hitting a 12-year low against Japan's currency in March. And after hitting a record low against the euro yesterday, the dollar bounced back a bit against the euro Friday.
Market experts say this could be a sign that investors sense the U.S. economy may in fact pick up in the second half of this year. As such, it's hard to imagine the dollar falling much further.
"There is a universal despisement of the dollar. Everything negative about the U.S. economy is discounted. There are no secrets," said David Hoffman, managing director with Brandywine Global Investment Management, a fully-owned subsidiary of Legg Mason. "But I don't think growth will be as weak as the bearish case. The environment is set up for a dollar bounce."
The market also seems to be sensing that the Federal Reserve may stop lowering interest rates soon. That would also help strengthen the dollar since big rate cuts since last September are one reason why the dollar has fallen.
"Investors are reacting to the idea that the Fed is almost done or done cutting rates," said Bill Knapp, investment strategist with MainStay Investments. "There is continued inflation pressure. That's the biggest risk to the economy and the Fed knows that."
Bets on another steep rate cut at the Fed's next meeting at the end of this month are diminishing. According to federal funds futures on the Chicago Board of Trade, investors are pricing in a 100% certainty of a quarter-point cut on April 30 but only a 6% chance of a half-point rate cut.
If the Fed pauses after the April 30 meeting, that could put an end to the dollar's free-fall. And that could help consumers who have been hit hard by rising prices at their local grocery store and gas station.
"I think a stronger dollar will help knock oil prices down," Hoffman said. "The gut reaction for many investors in the past few months has been 'The dollar's weak. Buy something else.' Any strength in the dollar would help diminish intermediate inflation fears."
Hoffman said he's hopeful the dollar may have already bottomed out against the yen and may be in the process of doing so against the euro.
But what will it take for a meaningful rally in the dollar? Knapp says two scenarios could keep the dollar rallying. The first is that the European Central Bank, which has resisted calls for rate cuts, finally starts lowering rates. That would sap some of the euro's strength. Knapp doesn't see that happening anytime soon though.
The more likely situation, according to Knapp, is that the Fed cuts its federal funds rate to 2% at the end of this month, keeps it there for a while and then starts raising rates later this year as the economy picks up.
"Interest rates play an important role in where currencies go. A pause in the Fed's rate cuts would at least stop the fall of the dollar," he said. "And if the housing market comes back as I think it will this summer, there is a good chance you could get a rate hike before end of the year."
Hoffman is also optimistic that the housing market will stabilize soon. And he agrees with Knapp that the Fed is likely to hit the pause button once rates hit 2%.
But he thinks Europe will actually help the dollar as well since that central bank, which typically has a heavier inflation focus than the Fed, can't ignore the possibility of a slowdown in Europe for much longer.
"The ECB, before too long, will begin cutting rates. Economic reality will force them to. They tend to not focus on slowing growth until they have to," Hoffman said.
Hopefully, Knapp and Hoffman are right. A stronger dollar and the resulting dips in food and energy prices would be a welcome relief to all.

Get ready for a dollar rebound
The weak greenback has hurt investors and consumers. But some see hope that the dollar will bounce back...which could mean relief on the inflation front.
NEW YORK (CNNMoney.com) -- There's a moderately amusing McDonald's commercial where office workers bemoan the moribund state of the dollar until they realize how much they can buy with a buck on Mickey D's dollar menu.
Yup, everybody is talking about the sad state of the greenback. The dollar's weakness has been bad news for consumers. It has driven up the price of commodities and that's sent food and gas prices sharply higher. Imported goods are now more expensive.
And that vacation you were planning to Europe? Good luck being able to afford a nice bottle of Bordeaux in Paris. (You might want to try these vacation spots where the greenback is still relatively strong.)
However, some see hope ahead for the dollar. For one, it has rebounded a bit against the yen after hitting a 12-year low against Japan's currency in March. And after hitting a record low against the euro yesterday, the dollar bounced back a bit against the euro Friday.
Market experts say this could be a sign that investors sense the U.S. economy may in fact pick up in the second half of this year. As such, it's hard to imagine the dollar falling much further.
"There is a universal despisement of the dollar. Everything negative about the U.S. economy is discounted. There are no secrets," said David Hoffman, managing director with Brandywine Global Investment Management, a fully-owned subsidiary of Legg Mason. "But I don't think growth will be as weak as the bearish case. The environment is set up for a dollar bounce."
The market also seems to be sensing that the Federal Reserve may stop lowering interest rates soon. That would also help strengthen the dollar since big rate cuts since last September are one reason why the dollar has fallen.

Military officials Saturday said troops seized the Hayaniya neighborhood, a stronghold of the Mahdi Army militia loyal to radical Shi'ite cleric Moqtada al-Sadr.
A British military spokesman, Major Tom Holloway, said British artillery and U.S. warplanes launched shells and dropped bombs in a nearby unoccupied area to show militants the firepower available to the Iraqi Army.
A spokesman for Iraq's Interior Ministry, Major General Abdel Karim Khalaf, said the area is now calm.
No casualty figures were immediately available.
Iran's ambassador to Iraq, Hasan Kazemi Qomi, Saturday expressed support for the Iraqi military campaign that began in late March to clamp down on militants in Basra.
But he denounced U.S. military operations in Baghdad's Sadr City, another Shi'ite stronghold.
Reports say at least 12 people were killed there during pre-dawn clashes between militants and U.S.-backed Iraqi forces.
In a bid to stem the violence in the area, U.S. forces are building a massive concrete wall along a road, Al-Quds Street, that cuts through Sadr City.
And at least one militant was killed when Iraqi troops and members of the Mahdi Army clashed in the southern city of Nasiriyah.
