Conclusions
Au terme de notre analyse à travers les 796 entreprises aquitaines du secteur des TIC, on peut relever
que ce groupe est composé majoritairement de TPE (68 %) réalisant moins de 500 K euros de chiffre
d’affaires ; seules 14 entreprises dépassent 10 millions d’euros de chiffre d’affaires. L’effectif employé
par ces entreprises représente 7 765 personnes (sources DIANE). Il en ressort par ailleurs, des
observations sur la dynamique économique du secteur, sur la situation des immobilisations et des
ressources durables, sur le financement du cycle d’exploitation ainsi que sur la rentabilité du
groupe étudié.
L’analyse de l’évolution de leur chiffre d’affaires montre une relative stagnation de celui-ci en 2006
au regard du niveau atteint en 2005. Cette stagnation se trouve confirmée lorsque l’on observe
l’évolution du chiffre d’affaires moyen par entreprise entre ces deux années de référence. Toutefois,
sur l’ensemble de la période étudiée (2003/2006), on peut relever que le chiffre d’affaires a progressé
en valeur absolue. Parallèlement, la valeur ajoutée créée par ces entreprises a régulièrement
augmenté, soulignant ainsi une amélioration de la création de richesses à travers une gestion plus
efficace des achats et des charges externes. L’évolution de la part du chiffre d’affaires à l’export quant
à elle reste stable à 12 % sur les quatre dernières années, à un niveau inférieur au taux national
d’exportation des entreprises des TIC qui est de 17 %.

Sur le plan des immobilisations, on observe un accroissement remarquable de 2005 à 2006 qui
contraste avec la relative stabilité des années précédentes. Il faudrait souligner que la forte augmentation
des immobilisations nettes en 2006 est pour l’essentiel imputable aux investissements en
immobilisations incorporelles. Le renforcement de la part des immobilisations incorporelles est
d’autant plus marqué que l’on observe une forte diminution des immobilisations financières depuis
2005 ainsi qu’un léger fléchissement des immobilisations corporelles en 2006. En effet, la variation
nette des investissements incorporels entre 2005 et 2006 s’élève à +33.5 millions d’euros alors
qu’elle est négative sur les immobilisations corporelles (- 8 millions d’euros) et nulle sur les immobilisations
financières. Le renforcement des immobilisations incorporelles soulignerait une consolidation
de leurs actifs immatériels : licences, brevets, logiciels, Recherche et Développement, etc.
Cet accroissement des immobilisations nettes a été financé par des emprunts à long et moyen
termes et par une augmentation des fonds propres.
L’analyse des besoins et des ressources liés au cycle d’exploitation (besoin en fonds de roulement,
fonds de roulement), laisse apparaître une augmentation significative du besoin en fonds de roulement
qui a pratiquement doublé en 2006 par rapport à son niveau des années précédentes.
On observe parallèlement une augmentation régulière du fonds de roulement sur la même période.
Il en résulte de manière structurelle, une trésorerie positive pour le groupe des 796 entreprises observées
en 2006. En effet, le besoin en fonds de roulement qui a doublé en 2006 laisse tout de même
une trésorerie nette excédentaire de 104 millions d’euros. Toutefois, le niveau des dettes fournisseurs
en 2006 est supérieur à la trésorerie nette, suggérant une contribution non négligeable du crédit
fournisseurs à la formation des excédents de trésorerie observés.
Au niveau de la rentabilité des fonds propres, on observe une nette dégradation des performances
qui reviennent au niveau de 2003. Cette dégradation pourrait s’expliquer par un résultat net qui
chute de 24 millions d’euros en 2006 par rapport à l’année 2005. D’autre part, les fonds propres ont
augmenté de plus de 21 millions sur cette même période.
A travers les conclusions qui précèdent, quelques pistes de réflexion mériteraient d’être explorées :
• Au regard de la stagnation du chiffre d’affaires sur ces deux dernières années, les entreprises
devraient orienter leurs efforts vers la recherche de nouveaux marchés et des opportunités pour
développer leur chiffre d’affaires à l’international.
• La surveillance renforcée de certains ratios financiers ne serait-elle pas nécessaire pour stabiliser
entre autre une Valeur Ajoutée bien changeante sur ces quatre dernières années et optimiser
certains consommables comme la sous-traitance ou l’achat de matières premières.
• Conforter le niveau d’investissement de ces entreprises (financé par du crédit à long et moyen
termes) leur permettant de développer de nouveaux concepts et services à offrir sur un marché très
concurrentiel ou entrevoir des possibilités à l’exportation ou sur de nouvelles niches de marché.
LES SECTEURS DES TIC EN AQUITAINE

L’adaptation de La Poste aux mutations technologiques
de son environnement
La Poste a procédé à un fort développement de son offre, tant en
direction des professionnels que des particuliers, notamment via :
• le développement de services électroniques avec la plate-forme
multicanal Doc@Post, pôle d’expertises dans le domaine de la
gestion du document, les services sécurisés (PosteCS - services
d’envoi sécurisé de documents électroniques par Internet, avec
un suivi en temps réel de la situation -, certification, cachet
électronique, DigiCoffre - coffre fort numérique sécurisé pour
déposer, protéger, stocker et sauvegarder des fichiers numériques)
et le site www.laposte.net,
• la simplification des processus grâce à l’envoi de courrier
depuis son poste de travail (Maileva, filiale de Doc@Post)
et extension de l’usage aux particuliers, aux services de réexpédition
en ligne, aux déclarations des bordereaux de dépôts,
à l’affranchissement en ligne, une solution permettant aux TPE
et aux particuliers d’éditer sur leur propre imprimante une
marque d’affranchissement,
• de nouveaux produits : envoi de photos et e-cartes postales,
mon-timbre-à-moi (création de son propre timbre à partir d’une
photo numérique),
• les canaux de vente : vente en ligne de timbres, information
et promotion en ligne des produits de la gamme (dont fiches
produits et prix), présence de La Poste sur Second Life (test de
nouvelles offres postales sur des marchés virtuels en interaction
avec le monde réel).
Le pôle d’expertise Doc@Post regroupe plusieurs filiales dédiées
à la gestion du document :
• Aspheria prend en charge les projets d’externalisation de
documents et de courriers industriels, d’archivage électronique
sur CD ou microfiches, et de publication en ligne de documents,
• Certinomis est une autorité de certification reconnue sur le
marché pour son offre de certificats électroniques aussi bien
pour des personnes physiques que pour des serveurs,
• Dynapost prend en charge en sous-traitance, l’environnement
courrier et documentaire de l’entreprise avec une obligation de
résultats,
• ISC Ingénierie Solutions Courrier diagnostique le système
documentaire de l’entreprise, la conseille et l’accompagne dans
la mise en oeuvre de solutions intégrées,
• LAD Services gère les documents de manière externalisée
(numérisation, LAD, RADJ ou logiciels clés en main pour une gestion
adaptée des documents),
• Maileva gère l’externalisation des courriers et documents de
l’entreprise à la demande,
• Orsid fournit des solutions d’éditique et d’archivage électronique
en enrichissant toute la chaîne de valeur du document, que cela
soit par des optimisations de flux postaux, par des solutions
intégrant l’hébergement en ligne ou la dématérialisation de ces
documents,
• Seres gère les échanges électroniques professionnels,
• Selisa gère des services spécialisés en ingénierie et intégration de
systèmes informatiques,
• SF7 : centre de la relation clients, permet d’externaliser les services
clients, les actions commerciales, la gestion des événements,
les enquêtes de satisfaction, les audits qualité…
FAITS MARQUANTS ET USAGES DES ENTREPRISES
Les 14 équipes de recherche sont partenaires du PRES « Université de Bordeaux », de l’Université
de Pau et des Pays de l’Adour et du CNRS et travaillent en étroite collaboration avec des laboratoires
tels que le LABRI, l’IMS, l’IMB (à Bordeaux), le LMA et le MGIP (à Pau).
Par ailleurs, de nombreux partenariats industriels sont déjà ou seront prochainement engagés, au
travers notamment du Pôle de Compétitivité Aerospace Valley dans le cadre d’une politique ambitieuse
de transfert et d’innovation. L’excellence universitaire régionale en réalité virtuelle
(Université de Bordeaux 1) d’une part et en sciences cognitives (Université de Bordeaux 2) d’autre
part va naturellement conduire à la prochaine création de la première entreprise en France utilisant
la technologie de la réalité virtuelle pour des prestations et des outils pour l’évaluation et le
réentraînement cognitifs. La formule du monitorat d’entreprise expérimentée en Aquitaine en
2007 a été généralisée au niveau national par le Ministère de l’Enseignement Supérieur et de la
Recherche. Ce dispositif, appelé désormais doctorant-conseil, permet à une entreprise “d’acheter”
les services d’un doctorant (en 2ème ou 3ème année de thèse) pour une mission d’expertise (veille,
conseil, étude de faisabilité…) à un coût privilégié.
Le développement des usages
Les usages professionnels et domestiques continuent de progresser, comme le montrent les
enquêtes de l’AEC en collaboration avec l’Echangeur Bordeaux Aquitaine (cf plus loin).
Pour favoriser l’intégration des TIC dans les entreprises, l’Echangeur Bordeaux Aquitaine, piloté par
la CCI de Bordeaux, poursuit sa progression dans l’activité de sensibilisation des PME-TPE avec plus
de 4 000 dirigeants d’entreprise qui ont participé à son programme d’ateliers (130), de démonstrations
et de conférences organisés en 2007 (en augmentation de 30 % en moyenne depuis
3 ans). L’Echangeur Bordeaux Aquitaine assure par ailleurs depuis 2007 le pilotage régional de
l’opération “passeport pour l’économie numérique” lancée par le gouvernement français pour
encourager l’usage des TIC dans les TPE et PME (20 points d’accueil et 35 animateurs en Aquitaine).
En 2008, la CCI de Bordeaux est la première CCI française pour le nombre de passeports distribués.
L’Echangeur a également installé depuis 2007 un dispositif de visio-conférence qui permet
aux entreprises aquitaines de dialoguer à distance avec leurs clients et leurs fournisseurs.
Les autres CCI aquitaines ont également mené, avec d’autres acteurs institutionnels, des actions
de sensibilisation, de diagnostic et d’accompagnement pour faciliter l’intégration des TIC : « Les
mardis CCI e-business » de la CCI de Bayonne, e-rencontres et club e-commerce des Pays de
l’Adour gérés par le PEBA, Cd Rom pédagogique sur les marchés publics en ligne édité par l’ALPI
(Agence landaise de l’informatique), plate-forme de services « ABILA.net » animée par l’ANTIC
(Agence Pays Basque NTIC), conférences de sensibilisation et pré-diagnostic TIC assurés par la CCI
Pau Béarn, création du site achatville.com par la CCI de Dordogne…
Les CCI continuent par ailleurs d’assurer la diffusion des certificats de signature électronique
CHAMBERSIGN, en progression depuis 3 ans (près d’un millier de certificats distribués en 2007 par
l’Echangeur Bordeaux Aquitaine).
Des actions d’information et d’accompagnement collectif sont également lancées par les services
de l’Etat (DRIRE, DRRIRD…) et le Conseil Régional, avec les organismes publics et les consultants
concernés, avec cet objectif de sensibiliser les PME locales aux nouveaux usages des TIC. L’OSEO
ANVAR Aquitaine accompagne le secteur des TIC (informatique, télécoms, multimédia, services)
par des aides portant principalement sur la promotion de l’innovation, la création d’entreprise et
le transfert de technologie…
L’offre de formations initiales est en plein essor (l’ONISEP Aquitaine a recensé en juillet 2007,
80 formations initiales proposées en région Aquitaine dans le domaine des TIC - infographie,
communication visuelle, conception de produits multimédias, commerce électronique…), soit
une offre de formation qui a plus que doublé ces deux dernières années puisqu’on ne recensait
que 36 formations en 2005.
Les grands événements
Enfin l’Aquitaine devient le terrain privilégié de manifestations internationales sur le thème des TIC :
•Les Entretiens des Civilisations numériques à Margaux (Cinum) qui réunit les experts mondiaux
de l’économie numérique pour écrire des scénarios d’avenir et débattre sur les défis du futur.
•Numériglobe à Bordeaux, le Forum International de l’entreprise numérique, qui associe durant
une journée des dirigeants d’entreprises innovantes des 5 continents, via la visio-conférence,
pour présenter les innovations les plus récentes sur le marché des TIC.

SUR LE MARCHÉ AQUITAIN
>> 2008, une année charnière

2008 va constituer une année charnière pour les sociétés de
conseils et de services en informatique. La conjonction de différents
facteurs, comme la forte demande des entreprises
pour des systèmes d’information toujours plus adaptés à leur
métier et opérationnels plus rapidement, conjuguée à la pénurie
d’ingénieurs informaticiens en France, va obliger à la fois les
clients et les fournisseurs à mettre en oeuvre de nouvelles
façons de travailler ensemble.
Tout d’abord, nous assistons à une vague de projets de refonte de
systèmes d’information depuis fin 2006, qui se maintient malgré
les incertitudes liées à la récession qui se dessine aux Etats-Unis.
Les raisons pour lesquelles les entreprises, mais aussi les administrations,
accroissent leur demande auprès de leurs fournisseurs en
conseils et en services informatiques sont de 3 ordres :
La première raison est due à la pression concurrentielle consécutive
à la mondialisation dans le secteur privé, et à la volonté
de l’Etat de réformer l’Administration. En effet, les entreprises,
qu’elles soient industrielles ou tertiaires, sont soumises à la fois à
une pression concurrentielle de plus en plus importante, mais
aussi à la pression de leurs actionnaires qui exigent des ratios
financiers toujours meilleurs. Ces contraintes sur les entreprises
entraînent des mouvements de consolidations, de fusions, de réorganisations
qui génèrent inévitablement des projets de fusion ou
de refonte de systèmes d’information. L’Administration n’est pas
en reste : elle est l’objet d’une volonté de modernisation et de
réforme qui vise, comme indiqué dans la RGPP (Révision Générale
des Politiques Publiques), à faire mieux au service du citoyen pour
moins cher. Cette volonté affirmée par nos gouvernants engendre
aussi des projets de systèmes d’information qui visent à améliorer
le fonctionnement de l’Etat, et à apporter un service au moins égal
avec un personnel qui ne sera pas entièrement remplacé lors des
départs en retraite.
La deuxième raison est la recherche, par les entreprises et les
administrations, d’économies d’échelle dans leurs projets
informatiques et qui lancent alors des projets plus ambitieux
et plus importants. Si bien que, au lieu de lancer beaucoup de
projets de taille moyenne réalisés de façon plus ou moins coordonnée,
les clients décident de démarrer des projets informatiques
moins nombreux mais avec un périmètre plus vaste et des enjeux
beaucoup plus importants : telle entreprise n’hésite pas à remettre
en cause l’ensemble de son système financier et comptable dans
tous ses sites à travers le monde, ou telle administration n’hésite
pas à envisager la refonte complète d’un système de gestion suite
à une démarche de réorganisation majeure. La taille plus importante
de ces grands projets génère un appel d’air important et
soudain en consultants et en informaticiens.
Enfin, la dernière raison de cette pression de la demande est due
à la volonté des entreprises et des administrations d’obtenir de
nouveaux systèmes d’information toujours plus vite, dans un
délai toujours plus court. Ce phénomène concourt à la surconsommation
de nos compétences informatiques en ce moment
même, sans nous donner la possibilité de l’étaler dans le temps.

Conclusion
Le développement des usages se poursuit à un rythme
soutenu. La société de l’information et l’économie
numérique gagnent tous les compartiments de la vie
sociale et professionnelle. Après les communications
de personne à personne (“P2P”), de personne à objet
(“P2O”), les communications d’objet à objet (“O2O”)
voient le jour.
L’image de l’homme, doté d’un “terminal communicant
universel” mobile, géo-localisé, en interaction avec le
monde, pilotant sur place ou à distance des services
ou des robots, s’éloigne de l’utopie.
Déjà les outils numériques d’aujourd’hui offrent de formidables
leviers pour développer ses connaissances,
faire connaître ses idées et ses talents, mieux s’insérer
dans la société, partager des projets et des passions,
être plus efficace, améliorer son confort,…
Mais ils sont aussi générateurs de risques et d’abus
de plus en plus avérés : émergence d’une nouvelle
fracture sociale, exposition et traçage de la vie privée,
désinformation ou surinformation, pertes de données,
manipulation favorisée par l’anonymat, addiction au
virtuel, fuite du réel et perte de sens,…
Pour réduire ces risques le rôle du législateur devrait,
dans les prochaines années, devenir primordial. Les
modèles économiques existants pourraient s’en
trouver transformés (la gratuité à ses revers). On peut
aussi parier sur l’innovation technologique pour venir
au secours des victimes du Web.
>> Inde
La télécommunication en Inde est à l’image du pays,
pleine de contrastes. La télé-densité moyenne est de
25,31 % (février 2008). Mais, alors que 75 % de la
population vit en zone rurale, la télé-densité en zone
urbaine est d’environ 60 % contre 8 % en zone rurale.
• Téléphonie fixe
En février 2008, l’Inde comptait 39,18 millions d’usagers.
Ce nombre est en baisse depuis quelques mois.
11,99 millions de lignes fixes sont installées en zone
rurale, soit 30,6 % des lignes fixes installées dans le
pays.
Bharat Sanchar Nigam Ltds (BSNL), entreprise publique,
est le leader incontesté en zone rurale puisqu’il détient
99 % des lignes fixes. En zone urbaine, il partage ses
parts de marché avec MTNL, entité publique qui gère
les lignes fixes de Mumbai et Delhi et des acteurs privés
tels que Reliance Communication et TATA Indicom.
• Téléphonie mobile
En février 2008, le marché de la téléphonie mobile a
atteint plus de 250 millions d’abonnés. Le nombre
d’usagers a augmenté de plus de 110 % depuis 2006.
25 % des usagers, soit plus de 60 millions, se trouvent
en zone rurale. Le gouvernement espère atteindre plus
de 500 millions d’usagers en 2010.
De nombreux opérateurs se partagent déjà le marché
de la téléphonie mobile en Inde. Bharti Group, Reliance,
Vodaphone et BSNL en sont les leaders en détenant
ensemble plus de 74 % de parts de marché.
L’Universal Service Obligation Fund (USOF) est collecté
par chaque opérateur (5 % du montant de la facture
téléphonique) afin d’augmenter la télé-densité en zone
rurale. Cette subvention est ensuite distribuée par le
biais d’appels d’offres. La TRAI estime que 2,6 milliards
d’euros n’ont pas été utilisés et a donc proposé de
reverser cette somme à tous les opérateurs qui installeraient
des infrastructures visant à augmenter la télé-densité
en zone rurale. Cette proposition a été rejetée par la
DoT qui veut privilégier aujourd’hui l’augmentation de
la couverture géographique du réseau téléphonique
plutôt que la multiplication d’infrastructures dans certaines
zones rurales.
Le DoT a validé la proposition de la TRAI qui permet aux
opérateurs de partager leurs infrastructures actives.
Ainsi, de nouveaux opérateurs pourront développer des
services mobiles dans les zones rurales grâce aux infrastructures
d’opérateurs déjà installés dans ces régions.
Ce principe devrait permettre aux opérateurs de réduire
de 50 % leur coût.
• Internet
L’Inde a enregistré 9,63 millions de connexions internet
fixes en septembre 2007, dont 2,67 millions sont
connectés en haut-débit (connexion supérieure à 256
Kbps). On estime que plus de 46 millions de personnes se
connectent chaque mois à internet.
On observe une forte croissance des connexions à
internet via le téléphone mobile et le marché des
Services à Valeur Ajoutées (VAS) offre de réelles opportunités
en Inde.

L’Aquitaine bénéficie, dans le cadre du 7ème Programme Cadre de Recherche et de Développement
de l’Union Européenne, au titre de l’objectif « Compétitivité régionale et Emploi », de 580 millions
d‘euros sur sept ans (2007-2013). Cet objectif concerne deux programmes : un programme
régional co-financé par le Feder orienté sur la compétitivité et le volet régional/national FSE pour
l’emploi et l’inclusion sociale.
Les partenaires du Pôle Aquitain de la Société de l’Information (organe de gouvernance des TIC en
Aquitaine) travaillent désormais sur six orientations stratégiques pour aboutir à la mise en oeuvre
d’actions concrètes : développer les usages et la formation, améliorer l’efficacité dans la gouvernance
des TIC, garantir l’accès à des réseaux compétitifs, promouvoir une filière TIC d’excellence,
faire des services TIC des outils de proximité et de lien social à travers les services aux citoyens, faire
des services TIC le moteur de la compétitivité des entreprises.
L’irrigation du territoire en réseaux haut et très haut débit
L’Aquitaine reste une des régions les mieux équipées en haut-débit, avec les investissements de
France Telecom sur les 5 départements, le déploiement du Wimax, les réseaux fibres optiques dans
les agglomérations : après les réalisations sous l’impulsion des collectivités locales dans les Pyrénées-
Atlantiques (Pau) et en Gironde (Bordeaux), les projets émergent en Dordogne (C@P Connexion,
50 km de fibre répartis sur les 13 communes de l’Agglomération Périgourdine), dans les Landes
(étude Grand Dax), et le Lot-et-Garonne (Marmande, Tonneins et Casteljaloux). Avec 40 000 prises
optiques raccordables installées et 6 000 abonnés raccordés fin 2007, Pau investit maintenant dans
des projets d’applications très haut débit (centre d’appels visiophonique, agence virtuelle, centre
de soins à distance, 3D interactif, jeux, etc.).
Au niveau départemental, il faut noter la création du syndicat mixte Gironde Numérique le 1er août
2007, chargé de l’aménagement numérique du territoire girondin avec la résolution des zones
blanches et la création d’un réseau de très haut débit de grande ampleur (lancement de l’appel
d’offres pour réaliser ce projet en mars 2008), et le développement du réseau à très haut débit
Iris 64 dans les Pyrénées-Atlantiques, le plus grand de France (1 200 km terrestres et 274 km
hertziens).
La filière TIC et ses pôles d’excellence
Dans le domaine de l’offre, la région bordelaise conforte sa position dans le peloton de tête des
régions françaises pour le secteur des TIC avec près de 2 000 établissements représentant un
effectif de plus de 21 000 personnes (cf chiffres clés du secteur page 43).
Les entreprises du secteur développent des actions de promotion communes dans le cadre de
2 associations – ADEISO (Association pour le Développement de l’Electronique et de l’Informatique
dans le Sud-Ouest) et PEBA (Pôle E-Business sud Aquitain) – et de la représentation régionale de
SYRPIN (Syndicat Régional des Professionnels de l’Informatique et du Numérique).
Les domaines d’excellence restent les technologies de l’image, les nouvelles applications de téléphonie
mobile, la numérisation de documents anciens, les solutions de visionique embarquée, les
sociétés de services et centres d’appels, les SIG pour l’agroalimentaire, la mesure d’audience sur
Internet… et, à nouveau, les jeux vidéo avec le lancement, en 2007, de l’association Bordeaux
Games, créée par cinq acteurs majeurs du secteur pour développer et promouvoir “les hommes,
les métiers et l’économie du jeu vidéo de Bordeaux et sa région”. Dans le domaine du tourisme,
l’opération B3D, mise en oeuvre par un cluster de 5 start-up bordelaises, vise à créer un parcours
découverte, scénarisé et interactif, du patrimoine historique, culturel, économique et commercial
de la ville de Bordeaux. La région est également pilote d’expérimentations dans plusieurs secteurs :
dans la santé, après les plates-formes sur le travail collaboratif et l’imagerie, le CHU de Bordeaux
teste un système robotique dans son centre de cardiologie permettant d’opérer à distance par
ordinateur. Dans les transports, le service “mobiles sans contact” à Bordeaux (NFC Orange) facilite
les opérations de billetterie. Dans la e-administration, le visio-guichet à Blaye (CCI de Bordeaux)
évite les déplacements des entreprises installées en zone rurale pour effectuer leurs formalités.
Dans l’éducation, le système d’ARGOS, plate-forme de services numériques administratifs et pédagogiques
se déploie pour améliorer les relations dans la communauté scolaire (enseignants,
parents, élèves…). Dans l’humanitaire, l’ONG Télécoms sans frontières, basée à Pau, invente
le concept de “téléphonie humanitaire”, fournissant les moyens de communication essentiels en
situation d’urgence…
Le centre de recherche INRIA Bordeaux-Sud Ouest est un élément essentiel du dispositif d’innovation
dans le secteur des TIC : officiellement créé le 1er janvier 2008, il regroupe 240 personnes dont
80 chercheurs et enseignants chercheurs, 80 doctorants et 50 ingénieurs et post-doctorants.

Les 14 équipes de recherche sont partenaires du PRES « Université de Bordeaux », de l’Université
de Pau et des Pays de l’Adour et du CNRS et travaillent en étroite collaboration avec des laboratoires
tels que le LABRI, l’IMS, l’IMB (à Bordeaux), le LMA et le MGIP (à Pau).
Par ailleurs, de nombreux partenariats industriels sont déjà ou seront prochainement engagés, au
travers notamment du Pôle de Compétitivité Aerospace Valley dans le cadre d’une politique ambitieuse
de transfert et d’innovation. L’excellence universitaire régionale en réalité virtuelle
(Université de Bordeaux 1) d’une part et en sciences cognitives (Université de Bordeaux 2) d’autre
part va naturellement conduire à la prochaine création de la première entreprise en France utilisant
la technologie de la réalité virtuelle pour des prestations et des outils pour l’évaluation et le
réentraînement cognitifs. La formule du monitorat d’entreprise expérimentée en Aquitaine en
2007 a été généralisée au niveau national par le Ministère de l’Enseignement Supérieur et de la
Recherche. Ce dispositif, appelé désormais doctorant-conseil, permet à une entreprise “d’acheter”
les services d’un doctorant (en 2ème ou 3ème année de thèse) pour une mission d’expertise (veille,
conseil, étude de faisabilité…) à un coût privilégié.
Le développement des usages
Les usages professionnels et domestiques continuent de progresser, comme le montrent les
enquêtes de l’AEC en collaboration avec l’Echangeur Bordeaux Aquitaine (cf plus loin).
Pour favoriser l’intégration des TIC dans les entreprises, l’Echangeur Bordeaux Aquitaine, piloté par
la CCI de Bordeaux, poursuit sa progression dans l’activité de sensibilisation des PME-TPE avec plus
de 4 000 dirigeants d’entreprise qui ont participé à son programme d’ateliers (130), de démonstrations
et de conférences organisés en 2007 (en augmentation de 30 % en moyenne depuis
3 ans). L’Echangeur Bordeaux Aquitaine assure par ailleurs depuis 2007 le pilotage régional de
l’opération “passeport pour l’économie numérique” lancée par le gouvernement français pour
encourager l’usage des TIC dans les TPE et PME (20 points d’accueil et 35 animateurs en Aquitaine).
En 2008, la CCI de Bordeaux est la première CCI française pour le nombre de passeports distribués.
L’Echangeur a également installé depuis 2007 un dispositif de visio-conférence qui permet
aux entreprises aquitaines de dialoguer à distance avec leurs clients et leurs fournisseurs.
Les autres CCI aquitaines ont également mené, avec d’autres acteurs institutionnels, des actions
de sensibilisation, de diagnostic et d’accompagnement pour faciliter l’intégration des TIC : « Les
mardis CCI e-business » de la CCI de Bayonne, e-rencontres et club e-commerce des Pays de
l’Adour gérés par le PEBA, Cd Rom pédagogique sur les marchés publics en ligne édité par l’ALPI
(Agence landaise de l’informatique), plate-forme de services « ABILA.net » animée par l’ANTIC
(Agence Pays Basque NTIC), conférences de sensibilisation et pré-diagnostic TIC assurés par la CCI
Pau Béarn, création du site achatville.com par la CCI de Dordogne…
Les CCI continuent par ailleurs d’assurer la diffusion des certificats de signature électronique
CHAMBERSIGN, en progression depuis 3 ans (près d’un millier de certificats distribués en 2007 par
l’Echangeur Bordeaux Aquitaine).
Des actions d’information et d’accompagnement collectif sont également lancées par les services
de l’Etat (DRIRE, DRRIRD…) et le Conseil Régional, avec les organismes publics et les consultants
concernés, avec cet objectif de sensibiliser les PME locales aux nouveaux usages des TIC. L’OSEO
ANVAR Aquitaine accompagne le secteur des TIC (informatique, télécoms, multimédia, services)
par des aides portant principalement sur la promotion de l’innovation, la création d’entreprise et
le transfert de technologie…
L’offre de formations initiales est en plein essor (l’ONISEP Aquitaine a recensé en juillet 2007,
80 formations initiales proposées en région Aquitaine dans le domaine des TIC - infographie,
communication visuelle, conception de produits multimédias, commerce électronique…), soit
une offre de formation qui a plus que doublé ces deux dernières années puisqu’on ne recensait
que 36 formations en 2005.
Les grands événements
Enfin l’Aquitaine devient le terrain privilégié de manifestations internationales sur le thème des TIC :
•Les Entretiens des Civilisations numériques à Margaux (Cinum) qui réunit les experts mondiaux
de l’économie numérique pour écrire des scénarios d’avenir et débattre sur les défis du futur.
•Numériglobe à Bordeaux, le Forum International de l’entreprise numérique, qui associe durant
une journée des dirigeants d’entreprises innovantes des 5 continents, via la visio-conférence,
pour présenter les innovations les plus récentes sur le marché des TIC.
•Les Rencontres Mondiales du Logiciel Libre qui se tiendront en 2008 à Mont-de-Marsan.
•Virtual concept à Biarritz, et “Virtual Retrospect” sur les applications de la réalité virtuelle dans
l’Archéologie, à Pessac.
Des événements nationaux voient aussi le jour et se développent : Informaquitaine organisé par
l’ADEISO, le tournoi de jeu en réseau à Dax, le Festival du film web à Oloron…

L’intégration des usages TIC dans les entreprises aquitaines
est un facteur déterminant de la compétitivité du territoire.
C’est aussi pour les professionnels des TIC aquitains
un potentiel d’activité majeur, la cible des entreprises
régionales représentant la principale source de revenus
pour la grande majorité d’entre eux (cf les rapports de
l’Observatoire des précédentes années).
Aquitaine Europe Communication et l’Echangeur
Bordeaux Aquitaine ont mis en commun leur expertise
pour réaliser, en 2008, une enquête commune visant à
mieux cerner les usages et les pratiques TIC dans les entreprises
régionales, ainsi que les actions à mettre en oeuvre
pour développer ces pratiques.
L’enquête porte sur un échantillon représentatif de 1 500
entreprises, composé de 750 PME (10 à 249 salariés) et 750
TPE (moins de 10 salariés), et constitué selon la technique des
quotas, en fonction de la taille, la localisation géographique
(tous les départements d’Aquitaine sont représentés) et le
secteur d’activité économique par poids dans l’économie
régionale.
Le questionnaire de l’enquête a été co-élaboré, sur la base
du questionnaire Sourir.org, par l’Echangeur et AEC avec
le concours de partenaires du PASI.
Les dirigeants d’entreprise ont été interrogés par téléphone,
grâce au concours de Téléperformance Midi-Aquitaine en
avril 2008.

En décembre 2007, on dénombrait plus de 43 millions
d’abonnés à la téléphonie mobile, soit un taux de pénétration
proche de 90 % de la population totale.
Le fait marquant est la domination du secteur mobile
par un acteur privé (SK Telecom avec plus de 50 % de
parts de marché), tandis que l’opérateur historique
(KTF) peine à passer la barre des 30 %.
La Corée compte plus de 7 millions d’abonnés à la téléphonie
3G (20 % du total), après un lancement en mars
2007.
Plus de 41 millions d’abonnés utilisent des mobiles
permettant l’accès à internet (WAP et ISMS).
91 % des téléphones mobiles disponibles en Corée sup-
portent le WINC (navigation internet par les touches
numériques du téléphone, avec raccourcis).
Le WiBro (WiMax Mobile), développé par les chercheurs
Coréens de l’ETRI, permet désormais d’avoir accès à
internet en situation de grande mobilité (120 Km/h).
Il comptait 62 000 abonnés en février 2008.
Internet
La Corée compte 14,7 millions d’abonnés (4ème mondial),
et plus de 34 millions d’utilisateurs, soit environ
67 % de la population. La Corée se situe 5ème dans le
classement OCDE du coût moyen de la connexion haut
débit.
Toutes les connexions actuelles sont en haut-débit, par
xDSL, LAN/Fibre, ou câble.
La publicité en ligne représente actuellement un marché
de l’ordre de 1 Md d’euros.
Près de la moitié des internautes Coréens entre 15
et 49 ans télécharge en moyenne un film par semaine,
illégalement.
DMB
Selon une étude d’Eureca-Research, 8,7 millions de
Coréens ont accès à un éventail de chaînes gratuitement
via le T-DMB (télévision mobile terrestre).
Le T-DMB coréen a été reconnu en 2007 comme l’un
des quatre standards internationaux de diffusion
télévisuelle mobile, par l’Union Internationale des
Télécommunications. Le T-DMB est actuellement disponible
en Allemagne, Italie, Espagne, France, Grande
Bretagne et Chine. Même si le DVB-H de Nokia a été
retenu par l’Union Européenne comme standard
exclusif pour l’Europe, il ne s’agit que de recommandations.
De plus, la bande de fréquence 400-800 MHz,
requise pour le DVB-H, ne sera disponible qu’à partir de
2010, quand la diffusion télévisuelle analogique sera
définitivement abandonnée. Le T-DMB, de son côté,
a le grand avantage d’être basé sur le standard DAB
Eureka-147, permettant un déploiement du système à
moindres frais.
IPTV
Bien que les textes de lois sur l’IPTV aient été adoptés
tardivement (28 décembre 2007), le nombre d’abonnés
à des services d’IPTV a dépassé le million, répartis
comme suit : HanaTV (600 000), MegaTV (230 000),
myLGtv (200 000).
VoIP
Le marché coréen de la VoIP a augmenté de plus de 50 %
en 2007, atteignant 200 M d’euros.

Ce marché devrait croître de 50 % par an, sur un
marché en croissance de 6,5 %, ce qui amène la part
de marché du logiciel open source à doubler en deux
ans. Le Syntec estime que la tendance sera à la mise
en place de systèmes d’information mêlant open
source et propriétaire sans préjugés. Cette tendance
est confirmée par Gartner qui prédit que 80 % des
logiciels disponibles intégreront au moins un composant
libre d’ici à 2011. De nombreux éditeurs, tels
qu’Oracle, IBM, SUN et même Microsoft, pratiquent
déjà cette approche.
A noter la place particulière occupée par le secteur
public dans l’usage des logiciels libres en France : une
étude Markess de fin 2007 estime que le secteur
public consacrera en moyenne 14 % de ses budgets
informatiques aux technologies libres, contre 7 % en
2006.
L’externalisation des applications favorisée
par le haut-débit
Au niveau mondial, le développement des applications
en ligne à la demande (ASP) constitue une tendance
lourde. L’arrivée du haut-débit favorise l’externalisation
des applications : après la paie, la gestion administrative
de la formation, le recrutement, commencent à
arriver les applications de CRM ou les services de
tenue comptable pour les TPE. Alors que Google a
lancé en 2007 sa plate-forme bureautique en ligne,
Zoho (société indienne) s’est lancée dans une plate-
forme encore plus ambitieuse, et Microsoft prépare
une plate-forme Office-live dans les prochains mois.
Selon le cabinet Saugatuck, le marché américain a basculé
: il n’est plus limité aux PME mais concerne aussi
les grandes entreprises. L’Europe devrait connaître une
évolution similaire. En Europe, les applications les plus
demandées en mode SaaS sont le groupware et les
conférences Web, les services de voyage, le CRM, la
Business Intelligence et les ERP. En France, il est passé
de 960 M d’euros en 2006 à 1 230 millions d’euros
en 2007 et devrait atteindre 1 480 millions d’euros en
2008.
Services Oriented Architecture (SOA),
une nouvelle approche de l’informatique
SOA est un nouveau principe d’architecture du système
d’information qui préconise la structuration
d’applications par assemblage de composants et non
plus, comme par le passé, sur la base d’écriture d’un
programme en bloc, approche connue sous le nom
d’application monolithique. Ce principe vise à réduire
les coûts, réagir plus vite et mieux répondre aux
besoins des utilisateurs. C’est un des segments les plus
dynamiques du marché de l’informatique qui devrait,
selon Pierre Audouin Consultants, connaître une progression
de 36 % par an jusqu’en 2012.
La virtualisation, facteur de réduction des coûts
La virtualisation est également en plein essor : c’est
une technologie qui permet de faire fonctionner sur
une seule machine, plusieurs systèmes d’exploitation
et/ou plusieurs applications, séparément les uns des
autres, comme s’ils fonctionnaient sur des machines
physiques distinctes. Cette pratique est un moyen
d’optimisation des ressources et de maîtrise des coûts.
Ce marché devrait selon IDC, doubler entre 2006
et 2011.
Monétique, paiements électroniques
Selon le Bureau national des statistiques coréen, le commerce
électronique représentait en 2007 405 Mds
d’euros, en hausse de 25 % par rapport à l’année
précédente. Le B2B représente 90 % de ce total, le B2C
2 % soit 8 Mds d’euros, ce qui est comparable au total
pour la France. SK Telecom lancera au deuxième trimestre
en partenariat avec Shinhan Bank des services de
paiement par téléphone mobile. La nouvelle génération
de téléphones 3G (WCDMA) est équipée de cartes
USIM, qui permettent de débloquer les services de paiement
mobile à partir du combiné. Avec les téléphones
2G, les clients désirant bénéficier de services de paiement
via mobile devaient faire l’acquisition d’une carte SIM
spécifique, distribuée par les banques.
RFID/USN
Le marché coréen de la RFID était évalué à 380 millions
d’euros en 2007, soit deux fois plus qu’en 2006. Le
Gouvernement va dépenser en 2008 47 M d’euros dans
la RFID et l’Ubiquitous Sensor Network. Les investissements
des opérateurs (KT, SK Telecom, Hanaro, LG
Telecom) et des équipementiers (Samsung Electronics,
LG Electronics, Posdata…) dans les réseaux RFID/USN se
chiffrent quant à eux en centaines de millions d’euros
cette année. Secteurs concernés : télécommunications,
transports, logistique, défense, environnement, grande
distribution, agro-alimentaire, lutte contre la contrefaçon,
bibliothèques, santé, production manufacturière,
éducation, service public.
Ubiquitous Cities
Les U-Cities sont des projets de villes nouvelles
construites en commun par des entreprises de BTP, de
télécommunication et d’électronique, à l’initiative du
Gouvernement coréen.
Une soixantaine de projets sont en construction, dont le
plus connu est New Songdo City, à Incheon, représentant
un investissement total de 25 milliards USD et mentionné
en exemple dans le rapport Attali.
La majorité des projets d’U-Cities ont été initiés et
coordonnés par le Ministry of Information and
Communication (MIC), ministère aujourd’hui en cours
de remaniement, et dont les fonctions ont été redistribuées.
• Statistiques télécoms au 31 décembre 2007
L’année 2007 a vu une forte croissance de la téléphonie
3G (HSDPA), au détriment des abonnements fixes et
mobiles de la famille CDMA. Si les chiffres n’ont pas
encore été consolidés (le Ministry of Information &
Communication ayant disparu en février 2008), il est
clair que l’accès à Internet est aujourd’hui de plus en
plus mobile, et toujours en haut-débit. Après une forte
croissance en 2006 et 2007, les câblo-opérateurs semblent
avoir atteint un palier, tandis que le FTTH continue
sa percée.
Les parts de marché restent stables. Malgré les variations,
le solde d’abonnés de chaque opérateur reste
quasi-identique. SKT s’arrange, en modulant ses offres
et subventions aux abonnés, pour maintenir sa part de
marché autour de 50 %, suivi de KTF 31,5 %, LGT 18 %.
Les estimations actuelles font état de 7,3 millions d’utilisateurs
WCDMA, le standard 3G représentant 20 %
du marché.

Le RFID de plus en plus nécessaire
Les logiciels embarqués se développent fortement,
notamment dans le secteur des transports, principal
utilisateur de ces applications, mais aussi l’industrie, la
distribution, la santé ou certaines collectivités locales
utilisent de plus en plus ces technologies. Le marché
des technologies RFID (incluant le matériel, les logiciels
et les services qui leur sont associés) devrait peser
plus de 6 milliards de dollars en 2010, soit un triplement
de ses capacités par rapport à 2007, selon
Datamonitor. Plusieurs raisons expliquent la nécessité
d’un suivi permanent des produits : les obligations
légales (sécurité alimentaire…), les risques de contrefaçon
ou la rationalisation des flux de marchandises.
Le positionnement plus précis par satellite et les
échanges sans fil à des débits de plus en plus hauts
favorisent ces pratiques.
L’entreprise entre dans l’ère du nomadisme
Avec l’essor des terminaux mobiles (PC ultra-portables,
PDA, smartphone, etc.) et l’extension de la
capacité des réseaux sans fils (WiFi, 3G…) l’entreprise
entre dans l’ère du nomadisme. L’ensemble des salariés
itinérants (commerciaux, agents de maintenance,
contrôleurs, livreurs…) peuvent désormais accéder au
système d’information de l’entreprise lorsqu’ils sont
chez les clients, les fournisseurs et autres partenaires
de l’entreprise. L’arrivée d’outils de plus en plus ergonomiques
tels que l’iPhone en 2007 a accéléré cette
tendance.

Le marketing en ligne
Le site Web devient un moyen de communication de
plus en plus efficace. L’arrivée du haut-débit permet
de dynamiser son site Web avec la vidéo. Les nouveaux
outils de traçabilité des consultations des pages
Web sont des éléments d’aide à la décision très per-
formants.
Les investissements publicitaires sur internet progressent,
devançant les dépenses publicitaires dans les
journaux ou à la télévision.
Le-mailing semble en revanche arrivé à maturité en
2007 : face à la multiplication des spams (88 % des
messages échangés en 2008 selon viruslist.com), les
fournisseurs d’accès et les entreprises se dotent de
filtres de plus en plus puissants. Revers de la médaille,
une part grandissante des messages légitimes n’arrive
pas aux destinataires (10 à 20 % selon les experts).
La professionnalisation des services de web marketing
est de plus en plus nécessaire.
Le Web participatif 2.0 (blogs, réseaux sociaux,
wikis,…) crée ainsi un nouveau type marketing. Les
espaces de dialogue deviennent des outils essentiels
de relation clients. Les consommateurs écoutent de
plus en plus les avis de leurs pairs avant d’acheter un
produit.
Le marketing mobile et la géo-localisation des clients
font également leur entrée dans la communication
des entreprises. Enfin, dans le commerce de détail et
l’hôtellerie le WiFi est un argument commercial supplémentaire.
La présence d’une connexion sans fil est
donc devenue un important critère de choix pour les
professionnels en déplacement.
La recherche d’informations sur internet
Les sources d’information se diversifient avec le
déploiement des portails d’actualités, des appels
• Standards
Afin de s’affranchir de sa dépendance vis-à-vis des
normes étrangères, le gouvernement mène également
une politique de développement de standards
domestiques, notamment pour la télévision mobile
(CMMB/STiMi), le RFID, et surtout la téléphonie.
Si, en avril 2007, le Ministère de l’Information et de
l’Industrie (MII) avait émis 47 standards divers sur
l’industrie des communications sans donner beaucoup
d’importance à la 3G, parmi les 25 émis en janvier
2008, 20 sont dédiés au fonctionnement de la norme
3G chinoise, le TD-SCDMA. Le MII encourage ainsi le
développement prioritaire de cette norme, dont la
phase de test commerciale est en cours dans les 10 villes
olympiques. Le MII autorise dans un premier temps
depuis janvier 2008 une liste de 6 fabricants à fournir les
téléphones portables conçus pour cette norme. Il n’est
pas prévu d’attribution et de vente de licence à ce stade.
• Téléphonie
La Chine a franchi en octobre 2007 le cap des 900 millions
de personnes connectées au réseau téléphonique.
Si le nombre d’utilisateurs de téléphonie mobile est en
hausse de 86 millions de janvier à décembre 2007, le
nombre d’utilisateurs de téléphonie fixe est en effet en

Des objets communiquantsaux cités ubiques
La communication par les objets (et entre objets) du
quotidien (maison, automobile, lieux publics…),
grâce à l’alliance des puces RFID et du web, devrait
faciliter l’échange et le traitement d’un nombre croissant
d’informations sans passer par un écran. Ces
usages concernent tous les secteurs d’activité comme
le transport, la santé, l’environnement, l’industrie, etc.
Parmi les applications déjà sur le marché : la gestion
de la chaîne logistique, l’optimisation des flux de taxis
dans les aéroports, le suivi des malades à domicile, la
supervision à distance de machines, la télésurveillance
d’immeubles et de maisons.
Allant plus loin, les Japonais ont inventé l’adjectif
« Ubiquitous », la stratégie japonaise “U-Japan” succédant
au programme “e-Japan”.
Il s’agit, selon le Ministère des Affaires Intérieures et de
la Communication (MIC), de construire une société
dans laquelle “les technologies de l’information et de
la communication touchent tous les aspects de la vie,
où toute personne et tout objet peuvent être
connectés à tous les autres, à tout moment, en tout
lieu.” L’objectif est de répondre aux défis sociétaux
associés : vieillissement accéléré de la population,
congestion urbaine, pollution, insécurité…
Les Ubiquitous Cities, villes nouvelles construites en
commun par des entreprises du BTP, de télécommunication
et d’électronique qui commencent à voir le
jour en Corée du Sud, s’inspirent de ce principe.
Usages professionnels

Dans le monde
Après une année faste en 2007, l’Observatoire des
TIC, qui regroupe PAC (Pierre Audoin Consultants),
l’Idate et Coe-Rexecode, prévoit une décélération de
la croissance des investissements informatiques dans
les entreprises dans le monde en 2008, en raison
notamment de la crise financière née aux Etats Unis.
Le taux de croissance pourrait avoisiner, selon ces
prévisions, 3 % en Europe de l’Ouest.
En Europe, l’Espagne et le Portugal restent en tête
avec des croissances supérieures à 4 %. Le Royaume-
Uni, pays de l’Europe de l’Ouest le plus exposé à
la crise américaine, devrait subir une diminution significative
de la croissance des dépenses informatiques
par rapport à 2007.
Eurostat fournit par ailleurs des éléments sur les usages
d’internet :
• 93 % des entreprises européennes accèdent à l’internet
(96 % en France).
• La connexion à large bande est adoptée par 77 %
des entreprises de l’UE des 27 (89 % en France).
• 63 % des entreprises européennes possèdent un site
web, mais dans huit pays européens, plus de 75 %
des entreprises disposent d’un site web : la Suède,
le Danemark, la Finlande, les Pays-Bas, l’Allemagne,
l’Autriche, l’Islande et le Royaume-Uni.
• En France, seulement 57 % des entreprises
s’affichent sur le web.

En France
Une enquête de l’INSEE, publiée en avril 2008, sur l’intégration
des TIC dans les entreprises françaises d’au
diminution de 2 millions sur la même période. Selon les
statistiques officielles du ministère de l’information, le
nombre d’utilisateurs de services de téléphonie mobile a
atteint 547 millions avec un taux de pénétration de 41,6
% sur une population globale évaluée à 1,3 milliard à la
fin de l’année 2007.
• Internet
En février 2008, d’après le Centre d’Information du
Réseau Internet de Chine, la Chine a remplacé les Etats-
Unis à la place du pays possédant le plus de personnes
connectées avec 220 millions de personnes connectées.
Ce nombre était d’environ 160 millions début 2007.
• Commerce électronique
Autre secteur en plein boom, l’e-commerce : 55 millions
soit près d’un quart des utilisateurs d’internet font
aujourd’hui des achats en ligne. Avec des recettes de
59,4 milliards de RMB pour l’année 2007, soit une progression
de 90,4 % par rapport à 2006, les achats en
ligne, dont le site Taobao du groupe Alibaba est la référence,
sont en voie de devenir l’un des grands modes de
consommation en Chine. Même si ces achats ne représentent
que 0,64 % des parts de marché du commerce
de détail, le taux de croissance annuel moyen de ces
dernières années laisse présager que les achats en ligne
dépasseront 1 billion de yuan au plus tard en 2012, ils
en représenteront alors 5 % à 8 %. Nous observons
cependant que, pour atteindre cet objectif, la mise en
place d’un système de paiement en ligne sécurisé
semble une condition sine qua non.
• Logiciels
L’industrie du logiciel a rapporté 580 milliards de RMB
en 2007. En retrait, notamment comparée à l’Inde mais
en progression de 20,8 % par rapport à l’année 2006.
• Réformes
L’année 2008 sera une année de réformes. Durant la
session annuelle du congrès national du peuple au
début du mois de mars 2008, la volonté d’optimiser le
fonctionnement du gouvernement a été une ligne
directrice : 5 super-ministères ont été formés dans le but
d’accélérer les prises de décision. Un nouveau ministère
de l’industrie et de l’information a été créé, issu de la
fusion du MII (Ministry of Information Industry) avec la
COSTIND (Commission of Science Technology and
Industry for National Defense), le State Council
Informatization Office, et le State Tobacco Monopoly
Administration. Ce nouveau ministère s’intitule Ministry
of Industry and Informatization. Le plan de réorganisation
par le conseil d’Etat devrait notamment faciliter le
projet de restructuration des acteurs du secteur de la
téléphonie attendue mi 2008. La constitution actuelle
de l’industrie de télécommunication en Chine n’est plus
jugée adaptée aux nouveaux besoins du marché, le
groupe principal de téléphonie mobile China Mobile
ayant notamment un avantage écrasant dans son
domaine. La Chine a donc l’intention de fusionner les 6
opérateurs téléphoniques afin d’obtenir un marché avec
3 groupes proposant aussi bien de la téléphonie mobile
que de la téléphonie fixe sans limitation géographique,
dans le but de créer une vraie concurrence tout en
concentrant les moyens financiers nécessaires au développement
des nouvelles technologies.

Pratiques en développement
D’après une étude de l’European Interactive
Advertising Association (EIAA), le temps moyen passé
sur le web par les internautes européens a augmenté
d’une heure en un an : 11 heures par semaine en
2006 à 12 heures en 2007, et 29 % des internautes
européens passent plus de 16 h par semaine sur
internet.
L’internet prend aussi une place centrale dans la vie
des Français : près de 8 internautes sur 10 (77,2 %) se
connectaient en 2007 tous les jours ou presque
(contre 73,6 % en 2006).

• Le marché des TIC en Grande Bretagne
Le secteur des technologies de l’information et des communications
représente aujourd’hui environ 6 % du PIB
au Royaume-Uni (127 Mds d’euros en 2007), avec une
croissance de 5 % en 2007 (contre 4,5 % en 2006) et
se place pour la première fois au premier rang des
marchés TIC en Europe, devant l’Allemagne.

Les grands projets d’informatisation et de mise en ligne
des services publics, ainsi que le secteur financier,
premier client des SSII, avec une part de marché de plus
de 30 %, sont les secteurs phares du Royaume-Uni.
Le Royaume-Uni est un pays leader en matière de TIC :
premier marché européen dans les secteurs de l’informatique,
des logiciels et du e-commerce, deuxième
marché européen de l’électronique et troisième marché
mondial des jeux vidéo.
• Les divers secteurs d’application des TIC
-L’informatisation de l’administration : selon le cabinet
conseil Kable, le gouvernement Blair aurait investi 990 M
d’euros dans les technologies de l’information et des
communications en 2006. Ce chiffre devrait atteindre
1 064 M d’euros en 2008. L’augmentation de l’investissement
de l’Etat va continuer à un rythme de 6 %
annuellement.
-Le
marché britannique des logiciels et des services
informatiques a connu des taux de croissance au-dessus
de la moyenne en 2006 (6,1 % pour les logiciels et
5,1 % pour les services informatiques), à la différence
des matériaux informatiques (3,9 %) et des télécoms
(3,6 %). En 2006, 46,6 Mds d’euros ont été générés par les
technologies de l’information (services informatiques et
logiciels), soit 15,6 Mds d’euros pour les logiciels et
31 Mds d’euros pour les services informatiques.
-Les Jeux Olympiques 2012 vont accélérer les besoins
en logiciels et en sécurité du Royaume-Uni. En début
d’année, Locog, l’une des deux entités chargées de la
logistique d’approvisionnement des Jeux Olympique
de Londres en 2012, pensait dépenser 306 M d’euros
pour les systèmes IT, 94,5 M d’euros pour les télécoms
et 18,75 M d’euros pour les applications internet.

-L’opérateur téléphonique historique BT a engagé la
modernisation de son réseau avec le projet “21st
Century Network” afin de créer un réseau multiservice
unique reposant sur l’IP, et de supprimer les doublons
entre les divers réseaux existants de l’opérateur.
Ce programme 21CN coûtera environ 15 Mds d’euros.

L’utilisation d’internet se substitue à d’autres activités
notamment de loisirs. D’après l’étude EIAA, 40 % des
internautes déclarent regarder moins la télévision
(48 % chez les 16-24ans). Les principales utilisations
d’internet en Europe étaient en 2007 la recherche
d’informations (87 %) et l’e-mailing (81 %).
Parmi les nouveaux usages en expansion, il faut citer
la communication via réseaux sociaux (42 %), les messageries
instantanées (37 %) puis tout ce qui concerne
l’écoute/visionnage/téléchargement de musique, clip
et vidéos (entre 31 % et 20 %). Il faut noter parmi ces
activités la croissance fulgurante (+ 150 % par rapport
à 2006) du streaming vidéo (30 % en 2007).

Achats en ligne : le e-commerce gagne
encore du terrain
Plus de 875 millions d’internautes ont fait des achats
sur Internet en 2007 (le cabinet Nielsen dans son
Global Online Survey). Ce nombre a augmenté de 40 %
en deux ans. 86 % de la population d’internautes
du monde déclarent avoir déjà effectué un achat sur
internet.
Les internautes les plus nombreux à acheter sur le web
sont les Européens (93 %) : les internautes allemands
et anglais sont 97 % à faire des achats en ligne.
Viennent ensuite les Nord-Américains (92 %) puis les
internautes d’Asie Pacifique (84 %) : en Corée du Sud,
99 % des internautes achètent en ligne et au Japon,
ils sont 97 %.
En France, d’après les études de la FEVAD (Fédération
du E-commerce et la Vente A Distance) et l’ACSEL
(Association pour le Commerce et les Services en
Ligne), entre 16,1 milliards et 19 milliards d’euros
auraient été dépensés sur internet au cours de l’année
2007, soit une progression de 35,3 % à 37 % de l’activité
du e-commerce par rapport à l’année 2006, et
un quasi-doublement en 2 ans. Le nombre de sites
commerciaux a augmenté de 54 % en 2007. Il y aurait
désormais 36 900 sites marchands en France (FEVAD).
L’ACSEL précise que le nombre de transactions a augmenté

continue à progresser et passe de 41,1 % à 61,1 %
des internautes entre 2003 et 2007 (58,1 % au 4ème
trimestre 2006).
Les cinq secteurs les plus importants en terme d’intention
d’achat au cours du 4ème trimestre 2007 sont
(en % des requêtes) : culture et loisirs (20 %), informatique
(15 %), voyages et tourisme (12 %), services
(financiers, professionnels, etc.) (9 %), rencontre et
astrologie (8 %). A eux cinq, ces secteurs représentent
64 % des requêtes. Parmi les plus fortes progressions
en nombre d’intentions d’achat sur un an (4ème trimestre
2007 / 4ème trimestre 2006) on relève l’enseignementformation
(formation, cours à distance, concours)
+ 43 %.
Concernant les mots clés, les plus fortes évolutions au
4ème trimestre 2007 parmi les principaux secteurs sont :
voyages, idées cadeaux, DVD, assurance, appareil
photo, billet avion, prêt immobilier, écran LCD, automobile,
sport, parfum, croisière, vêtement, tirage
photo, GPS.
Les sites les plus visités restent eBay, Fnac,
PriceMinister, La Redoute, Amazon, Cdiscount,
voyages-sncf.com.
Le transfert des abonnés du réseau téléphonique classique
vers le réseau 21CN a débuté cette année et devrait
s’achever à la fin de l’année 2009. Cela permettra au
Royaume Uni où 85,1 % des foyers (21,7 millions d’habitations)
reçoivent la télévision numérique au troisième
trimestre 2007, un basculement au tout numérique d’ici
2012.
-Par ailleurs, le développement rapide de l’internet
à haut-débit (76,4 % des foyers, soit plus de 14,9 M
d’abonnés à la fin du quatrième trimestre 2006), a
permis au Royaume-Uni de devenir le premier marché
européen pour le commerce électronique, avec une
croissance de 54 % en 2007, soit un CA dépassant
les 46,6 Mds GBP (65,24 Mds d’euros) selon les estimations
de ventes électroniques au détail de IMRG
Capgemini.
-Enfin, le marché britannique de l’électronique représente
environ 7 000 entreprises actives sur le marché,
employant 350 000 personnes. En 2006, les consommateurs
au Royaume-Uni ont dépensé plus que tous
les autres européens (16,5 Mds d’euros) sur les biens
électroniques. Le Royaume-Uni est le plus grand
marché européen pour les écrans plasma, avec plus de
4 millions d’unités vendues en 2006.
-En 2006, le Royaume-Uni a absorbé plus de 50 % des
ventes européennes du secteur des jeux vidéos, qui
représentent 2,8 Mds d’euros pour les consoles et
5,1 Mds d’euros pour les logiciels avec une croissance
de plus de 14 %. En 2007, avec l’introduction de la
PS3 et de la Wii, le montant des ventes de matériel
devrait atteindre les 2,4 Mds d’euros. Enfin, le marché
des jeux sur PC aura la plus forte croissance en Europe
en 2007.

Pendant que nous nous efforçons de labourer soigneusement territoires, filières et fonctions pour
donner à notre Aquitaine l’agilité numérique qui est devenue une des conditions de la compétitivité,
quels sont donc les phénomènes, fussent-ils provisoires, qui ont agité en 2007 le bocal
mondial, jusqu’à nous atteindre au point qu’il a pu nous sembler que rien n’était désormais plus
comme avant ?
Si le Web 2.0 a marqué 2006, c’est la montée en puissance des réseaux sociaux, comme
Facebook, MySpace… qui a assuré la chronique, accompagnée par la prolifération désormais
non maîtrisable des ressources images de Flickr, DailyMotion ou YouTube.
Pendant ce temps, Second Life n’arrivait plus à tenir ses promesses mirobolantes.
Pour autant, c’est cet univers virtuel qui a fait les choux gras de la rubrique politique préélectorale.
Qui n’est pas sur Second Life n’est pas…
Moins spectaculaire mais plus puissant fut le phénomène de l‘entrée en scène de l’internet dans
le débat politique, de la démocratie participative à la pipolisation, à la parano aussi.
Moins médiatisés, quelques phénomènes sans doute plus importants devraient marquer
durablement notre paysage numérique :
•L’évolution des téléphones portables vers une polyvalence qui n’est plus seulement de loisir
ou pulsionnelle. Cet outil de poche est en passe de devenir le sésame de notre vie quotidienne,
il peut désormais payer des parkings, nous guider vers un restaurant, nous faire voyager sur la
toile. Un enjeu : existe-t-il un Smartphone idéal ?
•Cette capacité communicante des portables nous alerte sur la rapide généralisation des puces
RFID qui suivront nos itinéraires, sanctionneront nos gestes, calibreront nos achats.
L’association des réseaux de puces passives ou actives et des caméras de surveillance dans les
lieux publics semble devenir le paradigme d’une modernité à la fois toujours plus productive
et encore plus inquiète ;
•Rassurons-nous : encore un peu moins notable mais tout aussi prometteur en terme de processus
cognitif, la généralisation des interfaces cartographiques comme instruments d’identification
de ressources, de services, d’identités, de connaissances, a largement fait évoluer la réflexion
sur l’édition en ligne. Pour la première fois de sa courte histoire, entre les mosaïques d’écrans
vidéo et dynamisme vectoriel des Google Maps, Géoportail, etc. le Web commence à se libérer
des standards d’affichage en deux, trois ou quatre colonnes issues de la période pionnière
explorée par les grands titres de la presse étatsunienne.
Rassurons-nous, car nous saurons rester maîtres de ces outils sur la mappemonde, le territoire
aquitain sera aussi riche que n’importe quel autre car nous le faisons vivre. C’est le principe de
la sphère, chaque lieu est d’égale importance et le centre est pour tous.
A marcher ainsi toujours plus vite en avant, reviendrons-nous un jour sur nos pas ?

>> Internet : 1 Européen sur 2 connecté
Le pourcentage de la population mondiale utilisant
internet a dépassé 17 % en 2007. Les analyses Idate /
Point Topic indiquent que ce taux devrait dépasser 22 %
en 2011 (1,5 milliard de personnes connectées contre
1,1 milliard en 2006).
Bien que la majorité des internautes résident dans les
pays développés, les pays en développement rattrapent
leur retard. En 2006, le taux de pénétration
d’Internet dans les pays développés était encore 6 fois
plus élevé que dans les pays en développement (10 fois
plus en 2002). En revanche, le fossé en matière de
pénétration du haut-débit s’est creusé depuis 2002.
C’est dans les pays à économie en transition que le
taux annuel de pénétration d’Internet a enregistré la
plus forte progression entre 2002 et 2006. En Corée
du Sud, 67 % de la population est connectée à
Internet. Selon e-marketer, la Corée du Sud était au
début de l’année 2007 à 70,5 % de sa population
connectée devant le Japon à 68,4 %, l’Australie à
64,5 %, et les États-Unis (63,6 %) et le Canada
(63,4 %).
En Europe, d’après une étude de Gfk en avril 2008, les
pays du Nord restent en tête. L’Islande est en pôle
position, avec 88 % d’habitants de plus de 14 ans surfeurs
réguliers, devant la Finlande, la Norvège, le
Danemark et la Suède, qui affichent des taux d’au
moins 73 %. La France se classe 11ème (56 %) derrière
le Royaume-Uni (63 %) et l’Allemagne (61 %), mais
aussi l’Autriche (67 %), la Slovénie (61%) et l’Estonie
(60 %). En revanche, la France devance l’Italie (53 %)
et l’Espagne en queue du peloton (35 %).
>> Haut-débit : l’Asie en tête
Avec 328,7 millions d’abonnés dans le monde, l’accès
en haut-débit est en progression de 24,9 % au troisième
trimestre 2007, par rapport à la même période
de l’année dernière selon Idate / Point Topic.
La région Asie-Pacifique conserve son avance avec 113
millions de lignes (en Corée du Sud, plus de 80 % des
foyers connectés le sont en haut-débit). Mais l’EMEA
(l’Europe, le Moyen-Orient et l’Afrique) enregistre toujours
la plus forte progression (+ 31,42 % de croissance
trimestrielle).
En Europe, la part des connexions en haut-débit
progresse encore plus rapidement : le nombre de
foyers connectés grimpe de 30 % à 42 % entre 2006
et 2007.
Le très haut débit décolle en 2008 : l’Europe a passé
fin 2007 la barre symbolique du million d’abonnés à
la fibre optique (jusqu’à 100 Mgbits/s). Elle reste
cependant loin derrière les Etats-Unis (2 millions) et
le Japon qui a largement adopté cette technologie
(11 millions d’abonnés). De son côté la France comptait
pratiquement 50 000 abonnés fin 2007, alors qu’en
2006 il y en avait à peine 15 000.

• Développement des infrastructures
La situation sur le marché suédois du haut-débit s’est
améliorée de manière significative depuis que l’opérateur
Nordisk Mobiltelefon a lancé son réseau sans fil en
mai 2007. Aujourd’hui, il n’y a que 2 300 ménages et
entreprises qui n’ont pas la possibilité de se connecter
au haut-débit.
Les opérateurs leaders, TeliaSonera Suède (Telia), Telenor,
Tele2 et "3", ont tous lancé des offres hspa ("Turbo-3G").
Nordisk Mobiltelefon se sert d’un standard américain
qui permet d’obtenir des débits de 3,1 Mbit/s.
2,4 millions de ménages disposent actuellement de
connexions fixes à haut-débit sous une forme ou l’autre.
• Croissance du haut-débit mobile ("Turbo-3G")
La demande pour le haut-débit mobile a explosé au
printemps 2007 quand les Suédois ont commencé à
connecter leurs PC portables aux réseaux mobiles par
modem USB.
Au total, 431.000 unités de Turbo 3G ont été vendues
l’année dernière (+379 %), dont près de 170 000 au
4ème
trimestre 2007 (+705 %)! Selon les prévisions, la
tendance va se poursuivre en 2008, mais à une croissance
moins forte.
Les modems USB dominent le marché devant des cartes
PC et des routers. Les PC portables (Notebooks) prééquipés
du haut-débit mobile ont connu la croissance la
plus rapide en 2007.
• La TV sur IP
TeliaSonera Suède (Telia), Telenor et Tele2 investissent
fortement dans le service TV sur DSL. Telia offre actuellement
ce service à 65 % des Suédois et développe
maintenant son infrastructure dans l’objectif d’en couvrir
plus de 90 %. Parmi les clients DSL de Telia, 30 %
sont aujourd’hui abonnés à la TVIP, un taux qui ne cesse
d’augmenter.
• Le marché du Saas en forte progression
Le marché suédois de la location d’applications (Saas ou
Software as a service) se développe rapidement. Les raisons
sont multiples : flexibilité accrue, coûts moins
élevés, aucun besoin de licences…
Selon Radar Group International, le Saas réalisera un
chiffre d’affaires de 389 M d’euros sur ce marché en
2008, + 12 % par rapport à 2007.

L’institut GARTNER tablait, au 3ème trimestre 2007, sur
plus de 1,134 milliard de téléphones portables vendus
dans le monde pour l’année 2007, les ventes ayant
progressé de 15 % au 3ème trimestre 2007.
En tête des régions du monde, l’Asie-Pacifique s’im-
pose avec plus de 100 millions d’unités vendues
durant le 3ème trimestre 2007 (+ 26 % sur un an). La
croissance de ventes en Europe Occidentale est égale-
ment importante, avec 47,2 millions de téléphones
vendus (+ 14,9 %), grâce à un phénomène important
de renouvellement. Le marché américain enregistre
également une progression (+ 10,3 % sur un an),
dopé par le lancement de l’iPhone d’Apple qui déclare
1,7 million d’unités livrées sur les 3 premiers mois de
2008.

La Finlande a suspendu la diffusion analogique des pro-
grammes télévisuels et radiologiques le 1er septembre
2007. Le droit de diffusion analogique avait été prolongé
pour les opérateurs du câble jusqu’à fin février 2008.
Depuis le 1er mars, la Finlande est donc entièrement couverte
par la TNT.
En 2007, 50 % des foyers finlandais étaient équipés du
câble ou d’une antenne satellite, tandis que 44 % d’entre-
eux disposaient d’une antenne de TV traditionnelle.
L’arrêt de la radio et télédiffusion analogique va sans
doute favoriser le développement et l’utilisation de
modes alternatifs de consommation de la télévision en
Finlande. Les services de Triple play, par exemple, étaient
jusqu’à présent quasiment absents des offres des opéra-
teurs finlandais. L’utilisation de la TNT reste toutefois
largement majoritaire actuellement, puisque 89 % des
foyers équipés de télévision avaient acquis un décodeur
numérique (ou une télévision avec décodeur intégré) en
janvier 2008.

Une étude récente de l’Autorité finlandaise de régulation
des communications (FICORA) indique que les Finlandais
sont encore peu adeptes des services Internet et contenus
multimédias mobiles. 30 % seulement des personnes
ayant acquis un téléphone 3G affirment utiliser plus
qu’avant les services Internet ou de messagerie. Le prix
des services serait pour partie responsable de leur non-uti-
lisation.
On estime toutefois que l’utilisation des services Internet
mobiles et nomades devrait croître de manière signifi-
cative dans les années à venir, notamment en raison
du fort développement des infrastructures sans fil en
Finlande, notamment WiFi, WiMAX et réseau 450 MHz.

de 2007-2008 sur l’économie de l’information la
CNUCED (Conférence des Nations Unies sur le
Commerce et le Développement) indique que parmi
les TIC, la téléphonie mobile est la technologie la plus
répandue dans le monde en développement (notamment
en Afrique de l’Ouest). Le nombre d’abonnés
a pratiquement triplé dans ces pays depuis 5 ans,
et représente actuellement 58 % du nombre total
d’abonnés dans le monde. La téléphonie mobile
pourrait servir de «pont numérique», qui aidera de
nombreux pays en développement à rattraper leur
retard en matière de capacité de connexion. Le commerce
mobile commence à s’y développer (exemple :
informations sur le cours des produits agricoles…),
il pourrait être favorisé par les paiements et les opérations
bancaires effectuées par le biais de téléphones
mobiles, à condition d’instaurer un cadre réglementaire
propice.
Dans les pays développés, c’est la téléphonie mobile
troisième génération qui prend le relais. 89 pays
proposent le service 3G. D’après la dernière étude de
UMTS Forum WirelessIntelligence, les souscriptions
aux abonnements 3G ont passé la barre des 200 millions
dans le monde contre 150 millions d’abonnés
début 2007, soit 50 millions d’abonnés en plus en un
an. L’Europe de l’Ouest représente le plus gros marché
avec 50 % d’abonnements 3G devant l’Asie qui compte
tout de même 43 % de ses abonnés au réseau 3G.
Cependant, en ce qui concerne le réseau 3G+, qui utilise
un débit supérieur, c’est l’Asie qui représente la
plus large proportion de souscriptions (45 %) tandis
que le deuxième plus gros marché est l’Amérique du
Nord (30 % aux Etats Unis et au Canada).

La France au 21ème rang mondial
dans l’adoption des TIC
Pour la première fois, au premier trimestre 2008,
d’après Gfk/Médiamétrie, la part de foyers équipés
d’Internet en France a dépassé la barre des 50 % pour
atteindre 52 %. Ils étaient moins d’1 sur 3 il y a trois
ans. 13,5 millions de foyers sont désormais connectés
à Internet en France, soit une augmentation de 15 %
par rapport au premier trimestre 2007. Le développement
des connexions ralentit toutefois : l’augmentation
était de + 19 % en 2007 et de + 24 % en 2006.

La décision récente du gouvernement d’inscrire le développement de l’économie numérique

L’Observatoire aquitain de l’économie numérique constitue le troisième volet de l’action de

chuck, I hope you are doing better.Anybody can get the restriction lifted but you have to pay out a couple hundred dollars and then you have to sell within 3 months.There are a couple of forms that need to be filled out.If you look over the past 100 posts on the TPDI board then you will learn a lot.WHOCARES is the 1 to ask. We never did receive the GSFC shares.The company stopped trading about the same time it was rumored that we would receive a dividend.I dont know whats going on with the company since.Good luck to you and with your health.Hopefully we will do better here then with HISC.Dale

I have 368,417 shares of TPDI. On GSFC I have no idea how many shares. Was that ever posted some time.

GSFC answered (signed JG)No reply (yet) from SSTY.:
"Only Mr Michael Cimino and Mr Jim Mackay are allowed to answer your questions concerning SSTY/TPID/GSFC.
What I know is that they are working hard on relisting GSFC and filing SSTY.
On my side, I will be ready to join and deliver Tech, it seems that they signed a contract/partnership/funding with an US company and another one with a Chinese one.
What's happening in France shouldn't have no effect on Sure Trace and TPID.
More news and details next January from the management.

Our cash balance as of September 30, 2006 was zero. Since the change in control of the Company on March 16, 2006 the employees of the Company have not received any payroll and the majority of our vendors have not received payments of amounts due. It is the Company's intention to seek strategic partnerships that result in an infusion of cash into the Company. As our products and services gain market acceptance we would expect to increase our employee headcount.
Based upon our business plan for the next fiscal year we do not expect that significant expenditures for the purchase of plant and equipment or research and development as our products are not labor intensive and have been developed to a stage where significant modifications are not expected.
Based upon the current operating plan, we expect that our existing cash balances and cash flows from operations will be not be sufficient to finance our working capital and capital expenditure requirements through Fiscal 2007. We intend to seek capital via the sale of shares in the equity markets or from cash generated from product licensing transactions. However, if events occur or circumstances change such that we fail to meet our operating plan as expected, we may require additional funds to support our working capital requirements or for other purposes and may seek to raise additional funds through public or private equity or debt financing or from other sources. If additional financing is needed, we cannot be assured that such financing will be available on commercially reasonable terms or at all.

To the Shareholders of Globe Staff Consulting Corporation:
Our company, formerly known as Powersource Corp., was out of business from 2002
until it was acquired by Sure Trace Security Corporation (“SSTY”) in April 2006. Management
of SSTY began operating the company at that time, but because of our inability to obtain basic
financial and corporate information from the prior management and directors of Powersource
until very recently, we were unable to file required reports with the Securities and Exchange
Commission (8-Ks and 10-Qs). As a result, the SEC Staff informed our counsel last week of the
intention to seek a revocation of the registration of our common stock. We have consented to that
action. The revocation became effective on, October 20, 2006.
In this letter we will provide you information about this action, as well as our plans for
the future.
Q: Why did the Commission revoke the registration of our stock?
A: Because we had not filed reports required under section 13 of the Exchange Act.
Q: Was the Commission’s action authorized under the law?
A: The SEC is authorized to revoke a company’s registration in the case of a
violation of law. This is not the usual remedy for a simply violation, but the Commission has
instituted a policy of revoking the registration of many companies that are “delinquent filers”,
i.e., not current in their reporting responsibilities.
Q: What are the practical effects of the revocation?
It will be not be possible to affect a purchase or sale of the stock through a broker-dealer
until the stock is re-registered. The law states: “No member of a national securities exchange,
broker, or dealer shall make use of the mails or any means or instrumentality of interstate
commerce to effect any transaction in, or to induce the purchase or sale of, any security the
registration of which has been and is suspended or revoked.” The revocation will also likely limit
our ability to raise money through non-public offerings. It should have no effect on our ability to
conduct operations, assuming adequate financing is available.
Q: Why did the company consent to the revocation?
A: Prevailing in a proceeding over whether a revocation is proper would have been
time-consuming and expensive, and very difficult to achieve. Moreover, it is unnecessary to
achieve the company’s long-term objectives, as set forth below.
Q: What does the company intend to do about this situation?
A: We intend to establish firm procedures going forward designed to ensure that our
future public communications are fully adequate and in conformity with SEC regulations.
Specifically, as soon as possible, we expect to file a new registration statement under section 12
of the Securities Exchange Act (a Form 10SB) for our common stock. Under the law, the
registration statement becomes effective sixty (60) days after filing with the Commission or
within such shorter period as the Commission may direct. At that point, trading of our stock
through brokers can recommence, and the market for our stock should become more liquid, as
broker-dealers would then be able to rely on our publicly-filed reports with the SEC as a basis
for their publishing quotations on our stock.

BAYONNE, France and PHILADELPHIA, July 13 /PRNewswire-FirstCall/ -- Sure Trace Security Corporation today announced that its Board of Directors has voted to spin out its majority owned subsidiary, Globe Staff Consulting Corporation , a homeland R&D security company focused on serving the transportation and homeland security industries. SSTY had previously announced that it was considering plans to effectuate a spin out through a dividend to its shareholders.
SSTY owns a majority of the shares of GSFC. SSTY's Board of Directors has approved the spin out of GSFC through the dividend of 100% of the SSTY owned shares of GSFC to all stockholders of SSTY on a pro rata basis. The dividend will be payable on a record date to be determined by the SSTY Board of Directors. The conversion ratio of SSTY shares to GSFC shares has not yet been determined by the Board of Directors. Further details will be released regarding the dates and percentages along with other pertinent information. Fractional shares of GSFC common stock will not be issued. The shares issued to SSTY shareholders shall be restricted. SSTY shareholders will retain their present shares in SSTY.
The Company intends that the dividend will be structured to qualify as a tax-free stock dividend to SSTY stockholders for U.S. federal income tax purposes.
Shortly after the dividend record date, SSTY will mail an information statement to its stockholders of record as of the close of business on the record date. America News: University-led research beefs up smart tag security
Researchers are developing cryptographic protocols, hardware and applications in an initiative to strengthen security for smart tags. (10/3/2006)
Led by Kevin Fu of the University of Massachusetts Amherst, the initiative has received $1.1 million from the National Science Foundation.
While millions of consumers already use smart tags to identify and track assets, products and people, Fu says that users’ privacy can be easily compromised, which presents new challenges in terms of security.
Since RFID tags can be read from within a certain distance of a reader antenna, this also means that they can be read by anyone with the right equipment within the read range.
The new consortium, dubbed the RFID ConsortiUm for Security & Privacy (RFID-CUSP), takes these operating conditions into account and is designing new cryptographic definitions, algorithms and models that will lay the solid foundation on which secure applications can be built. As part of their project, the researchers are working with the San Francisco Bay Area Rapid Transit District (BART). The project will result in the first completely open, publicly available software for experimenting with RFID security and privacy.
According to Fu, the team is addressing security at a holistic level: strengthening security at the lowest layer (the hardware) and at the levels of protocols and applications.

Globe to Acquire Developer and IP Rights to "All-In-One Key" Digital Intelligent Lock
BEIJING and BAYONNE, FRANCE and PHILADELPHIA, PA--(MARKET WIRE)--Oct 3, 2006 -- Sure Trace Security Corporation (Other OTC:SSTY.PK - News) today announced that its majority owned subsidiary, Globe Staff Consulting Corporation (Other OTC:GSFC.PK - News), has signed a binding Memorandum Agreement (MA) to acquire 100% of the stock of Beijing Liniupin Economy & Technology LTD CO., makers and inventors of All-In-One Key, a smart-lock system that represents the cutting edge in electronic intelligent lock technology.
The All-In-One Key product line is a patented technology that is designed to enable the majority of existing mechanical locks to become digitally intelligent electronic locks and to eliminate the need for more than one key per person for most of their average daily needs. Its innovative design allows one key to be programmed (by the user) to open exterior and interior doors in the home and office, drawer locks, cabinet locks, case locks, storage locks.

The value of the patent rights has been valued at over $10 million dollars in the US and China alone and the company presently has received over $6 million dollars in orders. The closing and exchange of shares is scheduled to occur within the next 45 days.
