I wonder how much chaos this is causing for in-flight product executions?
Everyone calls themselves 'architect' lately. Alter all, what does a statement like "one of the Chief Architects" tell you? On the other hand, I watched the turnover in AMD engineering after leaving. The best few I knew went to Apple. Some good ones went to ARM. Some OK engineers went to Samsung. Of course the ones who are there only to collect the pay check stay where they are. A couple of paycheck collector type engineers I knew from HP went to Intel. That is not too reassuring.
These aren't the kinds of people that would normally be offered a VSP package. This kind of high level defection is not just 'normal' attrition.
I would bet it is more an issue of pull than push. I suspect salary bumps at Intel aren't huge these days and INTC RSUs aren't the golden 'cuffs options were a decade ago. If another company with really deep wallets wanted to buy senior semi designers Intel is a pretty good place to poach.
