These aren't the kinds of people that would normally be offered a VSP package. This kind of high level defection is not just 'normal' attrition.

I would bet it is more an issue of pull than push. I suspect
salary bumps at Intel aren't huge these days and INTC RSUs
aren't the golden 'cuffs options were a decade ago. If another
company with really deep wallets wanted to buy senior semi
designers Intel is a pretty good place to poach.
