There is always some tech spending going on. One of the fallacies of the bull camp is the idea that the computer base of American business has not been upgraded since the Y2K panic buying into the year 2000. It sounds reasonable, but it is nonsense - millions of new computers have been bought every year since then. I still see no sustainable recovery in IT spending until 2004 at the earliest.
