The only other indication is health Canada asked them to speed up their construction to be approved. That seem like they would like the facility operating sooner then later. You don't ask someone to speed up their construction for denial.

They would not issue the permission to build if they didn't intend to license.

It's similar to getting a liquor it's that simple.

They have Partnerships with PHOT, EDXC, relationships with the police, fire department, Windsor Essex blessing etc..... Of course they got to execute but it's real doubtful they don't, cause theirs 100s of mills to Billys to be made.
