It's not a gamble... They have the approval to build the facility... Green light. It's highly unlikely they wouldn't get past the final inspection. If they didn't, they would address and correct items then re-inspect.

I will state this as clearly as I can:

The license to grow is only given AFTER the COMPLETED facility PASSES inspection.

No facility= No license to grow.
