Back to the ratios, the issue the SEC has versus the DOJ is that the DOJ has some 96% win ratio, including plea bargains. The US Attorneys office makes a habit on seizing funds and assets simultaneously as the arrests. This includes homes where the defendant's family lives.
They disrupt the lives of everyone around the defendant, they make it impossible to mount a defense, or even pay for one.
Many of the SEC's cases are civil and not criminal and the SEC does not use strong arm tactics like the FBI and IRS do.
But when the SEC has a hard on for a perp. they bring in the IRS to seize assets for tax evasion. I think the SEC is a bunch of pansies.
