Intel's prior management was incompetent in the sense that they could not deliver shareholder value. Otellini really put us in a bad position.

Current management is a big unknown, but if you want "competent" management, take a look at how Qualcomm is now trading at fresh new 52-week highs while Intel is still in the $24's.
