Intel's prior management was incompetent in the sense that they could not deliver shareholder value. Otellini really put us in a bad position.

Current management is a big unknown...

Never assume that a change at the top will solve problems with incompetence. CEO's decisions are only as good as the data and analysis they get up the chain of their organization, and much of their performance depends on the competence of their GMs and second level managers. Don't assume that the chains of management are necessarily much different than what they were under Otellini.
