I suspect you are using the term loss-leader incorrectly. Loss-leaders are usually the most competitive products - and in the phone/tablet space, subsidizations have become commonplace.

In an overcrowded and highly competitive market, there are winners and losers (I'll avoid the pun here ;-)). Expect some consolidation as the most well-funded and technically competent companies win the business.
