"Overt Act 111: On or about November 15, 2011, in order to persuade a third party to assist a manipulation campaign, defendant POSSINO advised that third party that "news and revenues" (i.e., press releases from a company and reported revenues for the company) were essential to generating a high return from a manipulation campaign because investors were becoming better at detecting when a company had "nothing behind it."
