I don't really understand why Intel is doing this, could someone explain what is happening a bit better thanks?

To get time to market down for integrated RF functions Intel needs
to license third party IP and this would be TSMC process based. That
means the whole device must be fabbed by TSMC. Eventually Intel will
probably roll its own RF stuff into its own processes but that could be
years down the road.

When you are playing catch-up you can't afford to ignore shortcuts
your competitors exploit to improve their product cycle times.
