They probably will, but the real question is, who cares - most of those designs are inconsequential/junk. BTW, the Galaxy Tab 3 was NOT updated to Bay Trail. It went Snapdragon/Exynos.

The Samsung Galaxy Tab 3 10.1 will not be updated with Bay Trail, and arguably, it's the most important due to volumes shipped. I presume other OEMs will move to Bay Trail, but the question is, what volumes, and have Qualcomm won back any of the others...?
