Could be any kind of link really, derivative or interest rate related, written up in a way that should fool a lot of people. The whole thing sounds and looks like complete bs.

Maybe Riad is attempting to make STRIPS out of fake paper bonds which, would be hilarious in all of the ways that would make the STRIPS entirely worthless. Not in the least, the fact that they can only occur through the CBES. Would put nothing past Riad though.
