Balance, I responded before reading your follow-up post. Mid-Feb it does seem to be for the JMC - unless some new factor enters the equation. A picnic that's postponed for a month because of uncertain weather conditions can just as easily be brought forward if weather patterns change abruptly.
The "silence" you mentioned earlier on the part of Abuja can only be apparent, imo. The sun could break out unexpectedly over STP allowing picnic frolick earlier than now expected. That's certainly my hope, tho I have nothing concrete to base it on.
Unfortunately, the Portuguese-language media I have access to shed no new light today.
