As far as wasted effort, I hope you aren't talking about Filtering. I consider that a great success. Lots of people use it and it has greatly reduced the fights on the site -- look at my deleted box.
Unfortunately, no matter what I do, I can't teach everybody how to use it.
Let me also emphasize the word "trial basis" and "test" regarding this.
I've maintained for years that the real solution to the problem being described here is the elimination of anonymity. If everyone here was fully identified to everyone else there would scarcely be the nonsense that occurs when people can't behave. It is my feeling that the bad behavior is encouraged by the lack of real accountability.
