Doesn't hurt to try. The problem is that penny enforcement actions don't usually result in big payments to the SEC, so whistleblowers don't get much, if anything.

I do not know that much about the online program, but I have a handful of contacts that I have worked with in Corp. Fin. and Enforcement with registrants over the years. When I need to be sent in a certain direction, I pick up the phone and call.

However, on a certain two related issuers, with a related counsel, and stock promoter, I had no choice but to jump on a plane and fly to DC to meet and initiate a complaint with the Office of the Chief Counsel. The personal touch helps. But in my case, I had documents and files, not theory.
