So--- seems the GOB is following the same procedure as TRRC. TECO has to remove the packer before plugging

Ignoring the fact that the symbol has another meaning doesn't change anything. It just means you are making out to be what you want it to be. There's no proof of you're claim…just as there's no proof that the n/a designation was explained to you as wells from 50's and 60's (good one btw). Everything stated towards dry hole is pure conjecture.
