Apple claimed they doubled performance (probably a combination of clock and ipc) at similar battery life and Swift ipc was already high with a low clock speed. The usable registers in ARM64 doubled to 32 so I could believe Apple designed a Silvermont class chip out of all the ARMy. Samsung's 28nm gate-first is also a competent process in performance/power. However A7 is not a merchant chip so does it really matter if Apple is the IBM Power of the mobile world ;-).

This. Just got out of a Silvermont deep dive. At full tilt (that's 2.4GHz), Silvermont consumes ~700-850mw. I saw it measured with my own eyes as well as an architect tell us that it's <1w at full tilt. Intel has done something pretty incredible here.

Apple's A7 will be good, no doubt, but I would be VERY surprised if it came anywhere close to Intel's Silvermont on perf/watt on any non-Intel process.
