The A7 should be in the general CPU performance class but I doubt it will get close in perf/power.
It isn't being made in a process as advanced as Intel's 22 nm SoC process and I doubt Apple engineers will beat Intel engineers in MPU circuit design or system architecture for power optimization any time soon.
