the breakthrough with the oral version of FluCide (commercially of more significance) was a relatively recent development. It was not apparent for some time following this development whether the company would be running the oral version first, despite going to the FDA initially on the injectable. Of course the oral version requires a different tox test and you can also get by with a much different (much cheaper, simpler) manufacturing facility. Air handling equipment alone on a facility designed to produce injectables can run several million dollars. So there were a number of factors in play that the company had to consider.
Ultimately the deal was made with Inno-Haven on a facility that could do both.
