Can't help you with brokers to short the pennies, I have no idea in the US.

In Canada I think Global Securities, Union Securities and probably Wolverton, all in Vancouver will, but margins are ridiculous.

Last time I checked on stuff under .50 it was 100% margin PLUS .50/SHARE!!!!!!!!!!

Over .50 it's a straight 200% margin.
