If you delete all your cookies you will lose settings for charts etc (anything that has "save current settings" as an option)and anything that had "remember password" etc. Again, what you've described is exactly what advertising spyware does. (it's called spyware because it also tracks what sites you visit, what ad's you click on etc) download spybot search and destroy, run it, and the ad's will go away. I also got it from that Techtv site, where you can do a search and get more info if you want to.
OT You should go here https://grc.com/x/ne.dll?bh0bkyd2 and test your "shields". If one is running DSL with a PPP conection, then I recommend they spend $50 or less on a hardware router, even if you only have one computer. Then the router handles the PPP connection and throws in a hardware firewall. Eliminates the need for PPP and firewall software on the computer and the problems they might cause and CPU cycles they eat. Plus it's more robust. And even if one is using Cable, it's a fairly cheap and easy way to get a firewall. And if one is running multiple computers it is the only real way to go.
Hm, didn't want to make that URL clickable, so the either copy and past it, or go here, http://grc.com/default.htm scroll down to hotspots and click shields up.
