Before you can make that assertion you have to define dilution, and then know what the shares are being used for. dilution is issuing additional shares without a commensurate value in return. Before it can be called dilution, you have to know what is being received in exchange for the shares, if anything, as otherwise it is pure speculation without such knowledge.
