They can't even run the machines without buying plastic. How do you think they are going to run them with huge clumps of wire, wet paper and plastic all mixed together?
"I cannot think of any reason why #4 would be installed in Niagara Falls and not in Jacksonville." I was wondering if my process of elimination might lead to that. If there's no room for an operational #4 in that building, then either another building is needed if they intend to add a processor in NF or #4 must go off premises somewhere. If you can find access to a site plan for the NF property you'll see that it is broken up into a half a dozen or so pieces by rights of way.....I don't know it there's a piece big enough to accommodate a "processor size" building.
