Couple of things:

-Embedded Bay Trail had the highest SKU with 700MHz clock.

You can never assume 100% scaling with FLOP changes only, because there are other equally important factors, like fillrate and memory bandwidth.

6EU GT1 is only 37.5% FLOPs of the 16EU GT2, but much better 50% of fillrate.

Also, embedded SKUs tend to be a bit conservative, so we may see 700MHz clocks in quite a bit more than we expected. Maybe even higher?
