That is because you are a sane, rational individual IMO and not our Federal Government. My experience is they will surprise you with over-reaction or under-reaction, never rationality. The key decision makers here are the senior command staff involved (looks like JIEDDO bought it for use at JRTC IMO) and the contract officer(s). IMO those people will blame the E-3'S and E-4's or WSGI. The web site is just fluff, in one of the PR's they state "35 mph" as a limit. Even my little 160 cubic foot Kingfisher came with a multi-page manual from Kevin and my tether was limited to 25 mph I think. I can't imagine they didn't cover themselves with a stated limit for ground gusts and winds aloft. CYA and someone else's will be in the sling.
In intel work they talk about looking through a straw. That is what we are doing here. IMO there is no way to predict what, if any, effect this event will have on the next spiral. IMO it doesn't even depend on the facts but on the attitudes and relationships of key decision makers. If WSGI hasn't blown it there, IMO they will be just fine. But we have zero data on who those folks are and what attitudes they have toward WSGI and the product. They are human beings--if they are in favor of the product, they will explain this away. If they were looking for excuses to ding it, they will be on this like a rat on a Cheeto. Human beings are never 100% objective--we just fool ourselves that we are IMO.
Let me just say this, a 30mph wind gust is NOT a light breeze. It would cause any rational person some pause about putting a big balloon up in the sky IMO. For perspective the link below has the Beaufort Wind Scale. A 30mph gust is between 6 and 7--Strong Breeze and Near Gale.
