Imho, he will not announce till the next election. This is my conclusion from watching all of his interviews, and news.The more days he wait, the more states + support marijuana is going to gain. Its not if, but WHEN.

Holder & Obama have already taken the HIGH-ROAD, by insisting that they "personally" disapprove of Legalizing MJ. So basically they are setting the stage up, for an announcent based on "Public-Pressure" (they'll even try to milk it transversally to Gay-Marriage). So that being said, they will never TAKE THE HEAT. Examples:- A) Benghazi & B) Boston Bombings.........
"He will take the heat if it turns out to be a very unpopular decision or get the credit if it turns out to be a very strong plus for his party"
