In my opinion, that's the exact point with which he's totally misunderstanding to choose his first step which is very very very very wrong step to choose.
He pumps the secondary things to come first and that's obviously very silly from almost every one's point of view.
He must see himself that he can get the extract or the oil from everywhere on this earth, for instance, Colombia, Mexico, Holland, and even his loving Canada right now, India, and Turkey, hey why not to get them in USA... He doesn't need to wait Canadian Indians to farm the hemp or Canadian Government to permit. He can manufacturing the products right away instead of waiting for Canadian Indians to farm his hemp. That's why the market price down and the market also recognizes his BS excuses.
My point is... he's trying hard by himself to make the secondary things to come happening first.
Again, first he gets the extract or the oil from everywhere in this earth, then make products and sell. That's his first thing and first step to do now. He can have his dreams or ideas to come true after a while he's selling the products.
First sell the products, and then, he farms his own hemp in Canada with Indian. Or, he opens treatment centers or whatever. Send press release about optimistic point of view or whatever. Those all comes secondary things.
