In order to make the products, he needs to first manufacture them. In order to manufacture them, he needs cannabis and hemp. In order to get cannabis and hemp, he has to first cultivate the crops. It takes a long time to set up a large marijuana grow op and it has to navigate through the Canadian legal system, which has just changed to get government out of medical marijuana supply business and start granting qualified commercial growers to be the suppliers.

As newspapers in Canada have pointed out this past February, this deal is still in the planning stages: http://www.cbc.ca/news/health/story/2013/02/24/nb-marijuana-maliseet-first-nations.html

It's very uncertain Maliseet Nation can get this operation up and running for a wide variety of reasons, but primarily the public perception of native reservations in Canada and their notorious image of living in broken down trailer homes, drug abuse, alcholism, high rates of crime and suicide. Plus Maliseet Nation have been raided several times by the RCMP for illegal grow ops. So, Maliseet Nation has a lot of work ahead of them in terms of persuading the government to grant them a permit.

What they are doing right now is applying for government permits to set up the operation. How long till government makes their decision? Could be months so I don't predict major news happening any time soon.
