You picked up on the BVI connection. There are a host of scams I have seen that had connections to the BVI. I almost think there is some free pass for scams originating in or that have used that locality, from the number of times I have connected a scam, especially a China related scam, to the BVI. One is run by a vacuum cleaner salesman in Idaho -- after, of course, the Asian brains of the opertaion had wrung the stock dry much earlier! HAHAHA
