if you are looking for the most reliable forward-looking statement wave has offered investors over the years, that is it. it provides no safe harbour. therefore it is not written carelessly.
so - sure, the future is uncertain. but given the cfo knows what is really going on and given the obligations put upon him in law, i'd say the probability is extremely high that dilution is on its way.
