You mean the illegal kind, as opposed to MMs making a market? Yes, I do think it happens, though not to the extent that the NSSers believe.
And as I've said before, I believe many people mistakenly believe that shorting against toxic convertibles is naked shorting. It isn't. But it IS an enormous problem, and one that badly needs to be addressed.
