Well, they are getting below market salaries, not "no pay". I believe the last 10K showed Toevs was getting $150k/yr + medical. This may sound like a lot but not for a CEO living in CA. So the difference is made up in share bonuses. Either way, your point is still relevant, might have needed some personal cash flow. He was immediately bonused another 70k+ shares after selling his remainder.
