I can only speculate, but after a industry standard or design approach is established, there is a lot of engineering work to transform that into workable product - software or hardware. Lucent may be willing to let IDCC make that investment, thus providing their customers with product at a lower engineering cost (to LU). There may also be time to market issues or even lower royalty costs to LU for incorporating IDCC IPR into the designs or standards. In summary, there are all kinds of synergies that can be explored if the two companies are ready to work with each other.
