Part of the TPM Base Services (TBS) in Vista is an interoperable TPM 1.2 device driver.

There is no reason to think that MSFT will need a third-party solution to provide compatibility between Windows Vista/MCE machines with TPM 1.2 and the proprietary Infineon chip in XBox360. IMO.
