Aahh, Castle, now we can talk opinion, once we have a basis for the "facts".
First, though, we have to separate the bold print as an opinion piece regarding the flags, and having nothing to do with drivers' licenses.
Second, as to your comments, I believe they were in regard to the UNbolded print. You said: But, I'd say you can refuse to have your pic taken and we can refuse to let you drive... just like we can refuse to sell you a pack of cigs, a six pack of beer... open a savings/checking account... any number of things requiring a picture id.
My opinion is that driving is a privelege, and if a state has always required a photo I.D. on the license, then it is up to the individual to conform, within reason, if they want the license. To that end, I would think a skull cap or head scarf does not interfere with the intent of the photo identification, since hair can be cut off, colored, or restyled, but that there is practical justification for a facial photo.
As to state issued I.D.'s, to me the same principle applies. If you want it fine, if not, that is fine too.
I would find it interesting to know if Passport photos, i.e. Federal rather than state, can be taken with the face concealed.
