commenting on the bold print...
If she was able in the past to get a veiled photo id... that in itself was a mistake regardless of 9/11.
But, I'd say you can refuse to have your pic taken and we can refuse to let you drive... just like we can refuse to sell you a pack of cigs, a six pack of beer... open a savings/checking account... any number of things requiring a picture id. There is no issue. Like it or leave it.
