In other words the article is saying that the Government will not attempt to go after DOE grant funds that A123 has already collected, in the event that Wanxiang wins bid. As a side note, the remaining portion of grant money due A123 is $132 million and this is not built into assets in the same way the $100 million in Michigan tax credits are. Think of it as a bonus to the winning bidder.
