Galaxy has a 50 ft airship (with gas engines) that might meet spec's. I would speculate that a modified BIB/ Argus MTS would meet spec's.

Yes, it's always best to respond to RFQ's to keep youself on the mailing list. And, if they can't find the solution they are looking for, they might modify spec's for the best vendor solution. As an RFQ, the bidding is very formal to negate protest.
