You are wrong. That is a common mistake. That is not a full feasibility study. NI 43-101 does not mean feasibility - it is just the rules that all mineral exploration reporting in Canada must be prepared under. Just like Industry Guide 7 in the US.
If you take the time to read that report, you will see the author recommends that Tumi proceed towards a "pre-feasibility study". That is just a very early technical report which summarized the work to date. Which Tumi never did - they did not find the property worthy of further work and dropped it after that preliminary report was issued.
A full feasibility study takes years to produce and costs tens of millions of dollars. That is not one.
