Yes, domains by proxy is a business associated with GoDaddy and what it provides is privacy for the registrant.

It is kind of funny.
But do we have to assume that Domains by Proxy registered the site for Rotundi, who allowed it to expire? Or would GoDaddy permit ANYONE to use Domains by Proxy to re-register an expired domain name?
