On the DLA driving APDN's PR, Fort Belvoir (DLA home base, command HQ) released a double butt load of PRs 2(??) weeks ago. They're providing the edicts to the supply chain. OEM, distributors in the supply chain are going to be making the contracts. ANDDD, they're dragging their feet. Major purchase orders within a large branch of the Navy program I work under have a long shelf life in their contract span. OEM's/distributors aren't likely to let those contracts creep in scope.
My opinion. APDN may not be signing new contracts until the OEM let's the existing ones expire. This could be a long time. The Fiscal Cliff is another valid reason they could use for delay of services.
