That isn't a regulation, and it refers to manipulation of stock, not compensation of a promoter in stock.
So you seem to be indicating that compensation in shares for promotion of a stock in order to manipulate is a problem, but if it's simply to promote - PR or advertising - it's not illegal.
I would still like to see a link to a specific regulation as I don't believe there is one.
